- Industry Day for Non-Expendable Medical Equipment (NX) ---------------------------------------------------------- NOTE: This Special Notice has been published and cross-referenced under multiple applicable NAICS Codes. This has resulted in various Special Notice Reference ID Numbers. Despite this, there is only one Industry Day event, which will cover the acquisition detailed below. This announcement is released by the Department of Veterans Affairs (VA), Office of Procurement, Acquisition and Logistics, Strategic Acquisition Center to notify industry of a Non-Expendable Medical Equipment (NX), Industry Day to be held on January 24, 2017 from 9:00 AM until approximately 1:30 PM at the Waterford Reception Center in Springfield, VA (6715 Commerce St, Springfield VA 22150). Co-hosted by VA s Strategic Acquisition Center and Veterans Health Administration, VA s NX Industry Day will focus on the capability, capacity, and viability of US private industry to provide best business solutions for the following fifteen (15) specific NX products: Electrocardiographs Cardiographs designed for recording the variations of the electric potential caused by the electrical activity of the heart muscle, usually detected at the body surface. Leads affixed to certain anatomic points of the patient transmit the electrical signals to the recorder, which in turn reproduces their characteristics in an amplitude versus time graph (electrocardiogram). Electrocardiographs are used to study the action of the heart muscle, for diagnosis of specific cardiac abnormalities, and to reveal trends or changes in heart function. Package Sealers These package sealers also referred to has heat sealers are used specifically for the heat sealing of sterilization packaging material, paper/plastic, and dust cover pouches. These materials are used to allow sterilization of surgical and dental instruments to take place, protect surgical instruments against contamination, maintain sterility, and protect the surgical instruments during sterilization and transport from deterioration and damage. Image Digitization Systems: Ophthalmic "Systems that use computing devices (e.g., computers, monitors, digital storage units) to display, process, and store digital data usually obtained through an analog-to-digital converter from a TV camera or from a charge-coupled device (CCD). These systems are capable of processing the image data for hard-copy printing on a laser imager, archiving the digitized image (e.g., on an optical disk), and/or coupling to a hospital picture archiving and communication system network. Digital imaging systems are frequently used to add digital capabilities (upgrade) to existing imaging systems (e.g., film radiographic or fluoroscopic units and systems). Pumps: Extracorporeal Perfusion Pumps designed for extracorporeal gas exchange and reinfusion of blood, typically during heart-lung bypass procedures. These pumps (known as extracorporeal perfusion or arterial pumps) consist of either a mechanism that uses centrifugal force (i.e., centrifugal pump) or rollers that cyclically compress the arterial line tubing (i.e., roller pumps). Extracorporeal perfusion pumps typically receive blood from the vena cava and deliver it back through the aorta by means of a plastic cannula after processing the blood in an oxygenator/heat exchanger, bypassing the heart and lungs completely. Both a backup arterial pump and connection to an emergency power system are necessary to ensure reliable pump operation. Pill Packaging Units Devices that dispense and package pills, tablets and capsules into unit dose packages. Stereotactic Systems: Otorhinolaryngology Systems based on three-dimensional (3-D) arrangements and techniques that are designed to aid in the performance of minimally invasive procedures by combining medical imaging, dedicated computer software, and instrument tracking systems for guidance. The systems provide the operator with real-time, three-dimensional positioning and orientation of probes and instruments relative to the patient's anatomy. Stereotactic systems may be based on real-time images shown in a video display (image-guided); guided by the position of devices relative to a rigid frame (i.e., frame-guided); or they may not use any image as a guide (imageless) during the procedure. Dedicated image-guided, frame-guided, and imageless stereotactic systems intended for surgical, radiosurgical, biopsy, and/or other invasive procedures are available. Gastrointestinal Endoscopy (GI EIS) Designed to manage GI endoscopy clinical (documentation and embedded images) and administrative data (e.g., finances, reimbursement, materials management) within in a healthcare facility. EIS consist of hardware, including servers for image acquisition and storage, computer workstations for data entry and viewing and peripheral devices (e.g., printers) that are connected to the VA network behind a medical device virtual local area network (VLAN), as well as software, including an EIS electronic medical record (EMR) application, operating systems, a database management system, interfaces and other application programs. EIS are dedicated systems intended to collect, store, analyze, retrieve, display, and print information related to GI endoscopy procedures. EIS exchange information with endoscopic video systems usually following DICOM (Digital Imaging and Communications in Medicine), a standard in the field of medical informatics that ensures interoperability. EIS allows digital image transmission to any networked part of the hospital, direct access to stored images, simultaneous access to images for several different physicians (e.g., surgeons and emergency room personnel), and centralized consultation for comparisons. Pacemakers: Cardiac External Cardiac pacemakers that generate impulses outside the body and deliver them to the heart through electrodes, either externally through the chest wall or invasively (e.g., through intravenous or transesophageal electrodes). External cardiac pacemakers are used for temporary pacing of the heart. Cabinets: Storage: Medicine Cabinets designed to store medicines and other disposable products of frequent use in healthcare (e.g., adhesive tape, dressing). These cabinets are usually constructed of metals (e.g., stainless steel), plastics, wood, or combinations of these materials. They frequently consist of stand-alone or wall-mounted units (either recessed or surface mounted) including shelves; many medicine cabinets include a swing door externally covered with a mirror. Some cabinets include a working surface appropriate for medicine preparation. Medicine cabinets are used in many different locations, including nurse stations in healthcare facilities, nursing centers, and homes. Balances Electronic Balances that include an electronic circuit that senses the deviation of the balance beam from the equilibrium point (e.g., a strain gauge sensor) and applies a restoring electromagnetic force, usually through a solenoid or torque motor. Typically, the current required to produce the balancing force in units of weight is displayed on a digital display. Most electronic balances include automatic calibration, temperature change compensation, and taring capability for easy subtraction of the mass of the container. Electronic balances frequently include a built-in interface so that they can communicate with printers, computers, and data-processing units. Humidifiers: Airway: Heat/Moisture Exchange Humidifiers, typically canister-type devices, designed to be connected in-line with the patient's artificial airway for passive capture of exhaled heat and moisture for use in warming and humidifying inspired gases. Pumps: Alternating-Pressure Pad Provides alternating pressure and is designed to be used in the prevention, treatment and management of Pressure Ulcers Warming Units: Blood/Intravenous Solution Warming units designed for in-line heating of banked blood, blood products, and intravenous (IV) solutions from about 39.2 degrees Fahrenheit to near body temperature (e.g., 95 to 98.6 degrees Fahrenheit) before infusion. These units usually include a disposable bag or coil of tubing and a heat exchanger (e.g., dry heat, radio-frequency, circulating fluid, water bath); some units include temperature controls and/or alarms. Usually, the blood or solution is warmed as it passes through the bag or tubing that is exposed to the heat exchanger. Blood/solution warming units are typically mounted on an IV pole between the infusion bag and the patient's venous line; they are used to minimize adverse thermal reactions in the patient. Some units are also used to heat irrigation solutions for use in arthroscopy, laparoscopy, and other procedures. Non-Powered Stand Aid--Sit-to-Stand Designed for users with impaired balance and strength in their legs but the user must have some strength in the arms and must be able to weight bear to actively participate in the transfer. The Aid provides a secure sit-to-stand procedure for both user and clinian, and, at the same time, it contributes to safeguard and strengthen the user's abilities. It supports and activates the user when rising up to a standing position and during transfers, either standing or sitting, from bed to chair, from chair to chair or to and from the toilet. The Aid is suitable both for long-term and for occasional needs. When the user has risen using his/her own strength, the carer or the user folds down the cushions behind the buttocks, to provide a stable support. The user then has the option to remain standing or to be seated during the transfer. The support of the cushions behind the buttocks and the knee-brace facilitates a very stable and safe transfer. When the user is rising again, the carer can, with a push on the handle, angle the cushions to assist achieving a standing position. Pumps: Circulating-Liquid Pumps designed to deliver a temperature-controlled flow of heated or cooled liquid through hoses into pads that have appropriate channels for liquid circulation. These pumps usually include a reservoir for the liquid; a heater mounted in the reservoir that warms the liquid; a pump that circulates the liquid in the pad; and temperature controls and alarms. Some pumps include a thermoelectric cooler. Circulating-fluid pumps are used for long-term localized mild heating (i.e., warming at no more than 43 degrees C) or cooling of patient's skin. VA s NX Industry Day will offer numerous networking opportunities to include a SAC/VHA panel discussion, followed by a round of one-on-one meetings with various VA program and subject matter experts regarding the aforementioned products as well as industry s ability to introduce/provide better business solutions for VA s NX Program moving forward.
