- SF 1449 Wage Determinations Transportation Consolidated Government Furnished Property Packaging Contract Security Classification Specification Contract Data Requirements List Quality Assurance Surveillance Plan Performance-based Work Statement Contractor Logistics Support (CLS) for the Common Organizational Level Tester (COLT) Test System This notice is to provide information about a requirement for Contractor Logistics Support (CLS) for the Common Organizational Level Tester (COLT) Test System applicable to the B-2 and F-22 aircraft. This requirement includes all Contractor activities required for support of the COLT Test System (CTS) to include Program Management, Engineering Services, Depot Repair, Software Sustainment and Travel. Items for repair include Accessory Kits, NSN 4920-01-516-0191; COLT, NSN 4920-01-484-6268; and other CTS subcomponents to include: J4/J5 Wrap Plug (W30), P/N ES122347-101 Ground Cable (W28), P/N ES122182-101 Portable Display Control Unit (PDCU) Cable (W-11), P/N ES121730-103 PDCU, P/N ES122151-109 W18, P/N ES122168-101 W20, P/N ES122168-105 W21, P/N ES122168-107 W11, P/N ES121730-105 W19, P/N ES122168-103 This requirements contract will have a 10 year period of performance, including a basic six month period with 9 one-year option periods and a six month extension of services. See attached spreadsheet for Best Estimated Quantities (BEQ) and Contract Line Item Number (CLIN) structure. A mixture of Firm Fixed Price and Cost Reimbursable CLINs will be utilized for pricing. Destination is Robins, AFB 31098. Repair Turn Around Time (RTAT) for CTUs is 54 calendar days after receipt of funded order. RTAT for Accessory kits is 10 business days after receipt of funded order. This is a sole source requirement to Lockheed Martin Rotary and Mission Systems, CAGE 16331, located at 100 Global Innovation Circle, Orlando, FL 32825-5002, under authority 10 U.S.C.2304 (c)(1) as implemented by FAR 6.302-1, Only one responsible source, and no other supplies or services will satisfy agency requirements. However, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the Agency, but NO TECHNICAL DATA IS AVAILABLE. Solicitation is expected to be released on or around 21 December 2017. All questions must be submitted in writing to erica.busch@us.af.mil with a copy to benjamin.wilton@us.af.mil.
