- The purpose of this Individual J&A is to authorize the use of Other than Full and Open Competition procedures to award a Sole Source Firm-Fixed-Price (FFP) Bridge Contract for the Vigilant Guard (VG) Exercise Support for NORAD and USNORTHCOM, Directorate of Joint Training and Exercises, Joint Exercise Division (N&NC/J71). The Government intends to execute a Sole Source contract to provide interim VG support for up to two (2) months from 1 December 2017 through 31 January 2018 with an estimated cost of $213,000 for FFP Labor and Cost Reimbursable (C/R) Travel. This J&A is requesting approval to issue a Bridge Contract to the incumbent contractor following the expiration of the current Task Order (TO) FA2517-12-D-9000-0008 on 30 November 2017. This support is necessary to provide continued, uninterrupted planning and execution for joint training, exercises, and individual instruction programs to ensure N&NC/J71 are prepared to accomplish their missions to deter, prevent, and defeat threats and aggression within their respective Area of Operations (AOO) and Area of Responsibility (AOR). Further, N&NC/J71, in coordination with National Guard Bureau (NGB) J3/7, plans and executes the VG Joint Regional Exercise Program to train and assess the preparedness and capability of National Guard personnel and plans in joint civil-military response to Homeland Security/Homeland Defense incidents. It is impractical to assume another contractor can execute the requirements covered in the Performance Work Statement (PWS) before the expiration of the current TO. The up to 2-month Bridge Contract will allow adequate time to perform the necessary procurement procedures for a follow-on TO to be awarded through the GSA One Acquisition Solution for Integrated Services (OASIS). Unanticipated delays in the preparation, and issuance of the follow-on TO through GSA OASIS for VG Exercise Support has led to the conclusion that award is not possible to begin performance 1 December 2017 as intended. The followon TO Solicitation is currently underway with an estimated contract award estimated 15 December 2017 and performance to begin on 1 January 2018. This Bridge Contract will allow for continued support pending award of this follow-on acquisition, as discussed in Section IX of this J&A.
