This will be set-aside for SDVOSB s. To be considered eligible for award all SDVOSB s must be registered/verified through Vetbiz.gov. This will be a brand name or equal solicitation to the following Items Manufactured by A-DEC, Inc. : A-dec 511 Dental Chair 1 Each 421 Dr Stool 1 Each 422 Assistant Stool 1 Each A-dec 332 Radius Traditional Delivery System 1 Each A-dec 577L Track-mount Light LELD 1 Each A-dec Non-Chair Mounted 585 Wall Monitor Mounts 1 Each A-dec 545 12 o clock Assistant s Instrumentation 1 Each 5562.34 Treatment Column 1 Each 5531.72 Accessory Console 2 Each 5731.42 Wall-Mount/Wall-Insert 1 Each 5730.29 Dispensing Unit 2 Each To be considered technically acceptable, the products must meet the following minimum salient characteristics: Contractor shall provide a dental chair assembly consisting of the following components and capabilities meeting the minimum requirements required to perform dental examinations and surgery. GENERAL REQUIREMENTS: The full dental chair assembly will consist of a dental chair, assistant s instrumentation, dental light, and a delivery system. In addition, the Contractor shall provide all equipment, tools, and labor for delivery and installation DENTAL CHAIR ASSEMBLY COMPONENTS Dental Chair Base and Lift Mechanism Hydraulic system Automated (programmable) and manual Controls Seat and Back assembly consisting of a seat, back, headrest, and armrests Assistant s Instrumentation consisting of a short vacuum arm, assistant s instrumentation Delivery system consisting of a hand-piece flush system, handpiece control system Dental Light consisting of a yoke, flex arm, upper light post, lower light post, and support arm GUARANTEE Shall be a minimum of one year from the date of acceptance by the customer. Lift and tilt cylinders are guaranteed for ten years. Motor pump unit shall be guaranteed for one year. Repair parts shall be available from the manufacturer for ten years. Extended warranties shall be made available. GENERAL EQUIPMENT REQUIREMENTS The chair shall be of all metal structure without use of any wood or other low grade structural materials Chair shall be a cantilever design with swivel top, powered by an electrically driven, self-contained hydraulic system. Chair shall be capable of mounting the dental unit or monitor off the toe end of the chair and an assistant package or dental light via a support link off the back of the chair. Ease of patient entry from either side shall be accomplished by armrests that are easily positioned for patient entry/exit. Manufacturer must clearly demonstrate, by its selection and use of materials in construction, its attention to improved asepsis within the dental operatory (clean lines, smooth shapes, and cleanable surfaces with minimized joints and seams). Asepsis requirements include but are not limited to the following: Vacuum formed upholstery with no exposed seams. Arm assemblies and upholstery that can be draped with barrier protection. Covers that are smooth with no sharp corners to facilitate cleaning. Chair controlled by a footswitch or touch pad located on the delivery system and/or rear assistant s arm. Headrest cushion with no exposed seams. Unless otherwise specified, tolerances of dimensions shall be plus or minus five percent (5%) provided function and first quality workmanship are not sacrificed thereby. In the design and fabrication of this equipment, maximum use shall be made of standard, proven parts and components. Non-standard parts shall have standard threads and fittings wherever practicable. Fabrication materials shall be of high commercial quality throughout and shall be entirely suitable for the purpose intended. The framework of the unit shall be constructed of aluminum. Materials shall be new. The appropriate components of the dental unit shall be equipped with nameplates identifying the equipment by model or serial number and giving pertinent electrical and mechanical data and rating. A brief and concise instruction manual shall be provided with every unit, complete with schematic, electrical diagrams and listing of pertinent components. The manual will provide instructions for operation of the equipment, and to describe those operations necessary for maintenance and repair. Manual override of all functions even during an electronic malfunction. The upholstery shall be totally replaceable and shall be replaceable with individual parts or with complete sets. Upholstery shall be seamless for ease of cleaning. Upholstery shall have the following characteristics: Vinyl may be cleaned with mild soap and water. Vinyl shall meet flammability specifications in Idaho included in this contract Upholstery shall be vacuum formed which will allow the configuration to be seamless for ease of cleaning. Unit provides maximum flexibility in operating techniques suitable for left or right handed operators. It is left/right hand convertible without the use of tools. GENERAL EQUIPMENT REQUIREMENTS Base Plate: Base plate shall have the following characteristics: Dimension shall be no more than 35 x 27 and no less than.375 in thickness, The back shall affords the operator maximum access to the patient without stool casters coming into contact with the chair base plate. Prevent rocking on un-even floors Prevent scratching and rusting. Provide attachment for the lift mechanism. Contain an on/off which eliminates the need to unplug the chair from the electrical outlet. All pivot points shall be shoulder bolts that are bushed with permanently- lubricated precision bushings. A 120-volt, transformer shall provide proper voltages to operate quartz-halogen type lamp and be constructed for long life. All supply wiring shall run internally through the chair or unit umbilical. Transformer shall have internal circuit breakers that are rated at least 10A, 250VAC. Lift Mechanism Points shall have shoulder bolts that are bushed with permanently-lubricated, precision bushings. The base lift structure shall have externally mounted covers that are smooth with no sharp corner to facilitate easy wipe down. Covers shall be removable without tools for access to all internal components. The base lift mechanism shall provide vertical travel from a seat pocket low point of at least 13.6" to a high point of a minimum of 30.6. Minimum lifting capacity of chair shall be 500 pounds. Top Portion The top portion shall provide a stable mounting surface for the chair seat and back assembly. Mount to the rear of the for the assistant s instrumentation and for lighting light. The delivery system shall attach to the front of the upper structure with a mounting bracket that will allow the unit to rotate for right/left hand positioning of the unit. The top shall be capable of rotating 30 degrees to either side of the chair center line. The chair will have an adjustable lever. The top can also be locked into the forward position. Auxiliary air and water QD s shall attach to a bracket in an easily accessible location. Air and water shall be indexed to prohibit accidental crossover. Hydraulic System Hydraulic system shall be completely sealed and consist of the following hydraulic components: Motor/Pump Cylinders Reservoir Fittings, Tubing s and Other Hydraulic system components shall be designed to withstand 3000 psi pressures. The total system shall be capable of lifting 500 lbs. Operation of the hydraulic system shall be controlled by mechanically actuated switches. Chair Controls Standard controls for the chair shall be located on a programmable touch pad. It shall be permanently sealed for protection from cleaning solutions and is easily barrier protected. Must have manual functions. All programmable functions shall be programmed without tools. Must have a Chair Stop Plate function. Seat and Back Assembly Overall extended length of the chair shall be at least 72". The seat frame shall be secured to a structural member of chair and shall generally travel in relationship to chair back movement. The toe board section shall be an integral part of the seat assembly and shall not move independently of the seat. The seat can be lifted off without the use of tools to gain access to components The back assembly shall provide a mechanism to allow the mounting of a removable headrest. The back rest travels through a minimum angle of 65 ° including approximately 5 ° below horizontal. The headrest shall be double articulating. Height shall be able to be easily adjusted. Must be capable of being positioned for patient entry/exit, direct operator access, or patient comfort. The armrest(s) must be able to be rotated forward and easily removed from the chair. Assistant s Instrumentation The rear assistant s arm shall provide a means to ergonomically deliver the assistant s instrumentation to the operator and/or assistant. The arm shall track with the base movements of the chair and be independent of the backrest movements. The assistant s arm and assistant s instrumentation shall stay parallel to the floor as the chair moves through its full range of motion. The basic frame structure shall include but not be limited to the following items: rigid adapter assembly A mounting bracket. Flexible arm arm extension A self-contained water system shall attach to the unit post assembly. Water system shall be pressurized with unit air and shall provide water to the syringe, handpieces and quick disconnect. The system will have a 2 liter quick-disconnect bottle. Assistant s Handpiece The handpiece control system shall include but not be limited to the following items: operate two dental handpieces. Master air and water system shutoff valve shall be activated by a toggle. Individual handpiece pressure adjustment can be made easily. Individual handpiece water coolant adjustment that can easily be cleaned. Non-retraction handpiece control block. Water coolant must come on at 10 psi from foot control signal. Handpiece air coolant adjustment made that can easily be cleaned. A one-piece control block is capable of operating up to four active handpiece positions and. Drive air and water adjustments shall be made to each individual handpiece position. Removable water cartridge valves allow for quick and easy servicing of block. Variable proportion speed control supplied through a disc-type foot control. Foot control shall include a water coolant ON/OFF control with flexible break resistant toggle. The foot control shall be capable of delivering 1.5 cfm at 30 psi with 80 psi supply pressure. The syringe shall be a design which can be easily removed from the handle and autoclaved. It shall have smooth lines and transitions for ease of cleaning. The syringe tip must quick disconnect and be fully autoclavable and have no retraction at air/water syringe. Shall contain a metal saliva ejector and a syringe. Both shall be autoclavable and easy to clean. Individual handpiece holders form a single three-position holder. Holder assemblies can rotate horizontally 360 º. HVE handpiece shall have a valve that is removable for cleaning or repair. The connection at the back of the handpiece must swivel 360 ° and have a quick disconnect tailpiece that allows easy removal of the handpiece for cleaning or autoclaving. The solids collector with screen shall be removable and have easy access. Canister is easily accessed and capable of accepting disposable screens Shall have provision for flushing water through the handpiece water line by activating a momentary flush valve with the ability to flush individual handpiece water line or multiple handpiece water lines simultaneously. Pivot point will allow 80 º of vertical rotation. Short Vacuum Arm shall be painted with polyester powder coat paint which shall be abrasion, chemical and impact resistant. The arms shall bolt together at a pivot point using permanent lubrication. Floor foot control include wet/dry toggle. Dental Cabinets, Doctors and Assistant stools Must be completely compatible with dental delivery unit. Materials, flat surfaces, color and design must be compatible with dental delivery unit Dental Light The dental light shall consist of the following components and characteristics: Yoke: horizontal plane through 180 degrees, Yoke shall contain on-off switch and conceal wiring to the lamp. All pivot points shall have tension adjustments. Flex Arm:. The arm shall be at least 29 inches in length and shall have at least 27" of vertical travel. The arm shall be designed so that the light head can be adjusted to any point from at least 14" above horizontal to at least 14" below horizontal. Upper Light Post: Bent tubular steel post weldment shall provide the mounting point for the light flex arm. It shall measure at least 24 horizontally and at least 21 vertically Lower Light Post: The lower light post shall provide the transition from the support arm to the upper light post. Arm shall measure at least 42 in length. Light Post Support: A support trim piece shall be included to maintain the rigidity of the light on the post. Support Arm Transformer Intensity Switch Nameplate The Dental light must be capable of being mounted on a track, wall, cabinet, ceiling, support Side, or chair and operate at 24 volt, 150 watts. The reflected beam shall be concentrated into a horizontal pattern in focus from at least 18 to 36". Extended reach of the light shall be at least 52-1/2" with at least 28" of vertical travel. The dental light beam shall produce shadow-reducing, color-corrected, heat-reduced quality, illuminating the oral cavity in a manner suitable for dental surgery. Color temperature of the light beam shall be no more than 5000 º Kelvin. The temperature of the beam at 31-1/2" shall not exceed 6 degrees F. in excess of the ambient temperature. Three axis positioning. Fluid 3-axis barycentric positioning for easy fine and gross head adjustments. Full 540 degrees of horizontal rotation. All exterior parts of the LED light are able to be cleaned and disinfected without damage to the light s surfaces or markings. Flexible, fracture resistant handles. Full touchpad control of light modes with auto on/off capabilities Auto on/off with chair presets when used the touch pad. Cables should resist fracture and damage as a result of good primary insulation and a subsequent jacket. Cables should be adequately protected from rotational movement, fracture and damage throughout the assembly by finishing of machined parts and allowing adequate service loops in its routing where applicable Stability after positioning: The product should not drift after being positioned. This is applicable at all moveable joints in the mounting system as well as the Cure-safe composite setting provides at least 25000lux of yellow light providing ample illumination in the oral cavity without the fear of premature curing of photo-initiated dental materials Cabinetry: a. The cabinets are part of delivery system and must be from the same manufacture as the delivery uni.t b. The cabinets must come in varying sizes with the ability to customize. c. The cabinets must provide hands free operation of integrated sinks. d. Integrated sinks and dispensers. e. The cabinets must include but not limited to: i. Treatment console ii. Accessory console iii. Central Console vi. Monitor Mt. Flex arm Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty, and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. This procurement is for new Equipment ONLY; no remanufactured or "gray market" items. All Equipment must be covered by the manufacturer's warranty. *This notice satisfies the requirement at FAR 5.201 to synopsize proposed contract actions. *
