- This is a Sources Sought Notice for Acquisition Planning Purposes Only. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. The Bureau of Reclamation, Lower Colorado Region, has a requirement for the installation of electronic detection equipment at the Arizona back gate, at least 10 feet from the exterior of the gate from Hoover Dam property. The detection equipment shall operate 24hrs a day/7 days a week 365 days a year taking into consideration the year-around weather conditions. The detection equipment shall be capable of detecting human foot and vehicle traffic. A camera(s) shall be strategically placed to provide immediate visual assessment (IVA) and monitoring of the gate. If the placement of the IVA camera cannot cover the parking lot adjacent the gate, an additional camera for monitoring the parking lot shall be installed. The camera shall have analytic capabilities. The Contractor shall determine the most effective camera to use in the both a day and night environment. The detection and monitoring system shall run from its location to the Hoover Dam Command Center located at the SRF Building. The Contractor shall determine the most effective method of transmission. The connection shall be compliant with and approved by the Bureau of Reclamation Lower Colorado Dams Office (LCDO) IT Security Office to ensure it meets all regulatory requirements. The Contractor shall provide training to the LCDO IT Security Specialists on the current security system infrastructure and how to tie the new technology into it. The Contractor shall provide the government with the type of equipment needed to meet the above mentioned capability. The Bureau of Reclamation, Lower Colorado Region intends to award a firm-fixed price contract. This acquisition will be announced under North American Industry Classification System (NAICS) Code 238210, Electrical Contractors and Other Wiring Installation Contractors, with a small business size standard of $15Million. Capability statements and all responses are to be submitted no later than 3pm Pacific Time, January 19, 2018, via email to Meagan Fyffe at mfyffe@usbr.gov. The capabilities package should demonstrate the firms ability, capability and responsibility to perform the principal components of the work listed. Packages should be no longer than 4 pages and include the following: (1)Provide business name, address, business size and type (8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.) (2)Provide business point of contact to include e-mail address and telephone number. (3)Provide a list of projects completed within the past five years where the work involved installation of comparable equipment. Provide a brief description of the work performed, project title, dollar value of the job and the customers contact name and phone number for the work completed. When it is determined that a formal solicitation will be issued, a notice will be posted on Federal Business Opportunities (FedBizOpps) website at http://www.fedbizopps.gov/.
