- This is published as a sole source announcement under the statutory authority at 10 USC 2304(c)(1), and regulatory authority at FAR 6.302-1(c), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, Brand Name Description. The Army Contracting Command, Aberdeen Proving Ground, Division E, Tobyhanna Branch, Tobyhanna Army Depot (TYAD), Tobyhanna, PA 18466 intends to solicit and award a firm-fixed priced contract for Brand Name only Motorola Land Mobile Radio (LMR) Advanced Services for maintenance of the LMR system infrastructure at TYAD. The TYAD LMR System is manufactured by Motorola Solutions, Inc., 809 Pinnacle Drive, Suite G, Linthicum Heights, MD 21090. The LMR System is a unique trunked Astro 25 network combining Radio-Frequency (RF), Internet Protocol (IP) addressing, vendor developed Voice Over IP (VOIP) and encryption technology. The LMR System provides the primary means of communications during daily and contingency operations at TYAD for security, fire, safety, emergency medical technicians, spill response teams, chemical, biological, radiological and nuclear (CBRN) response teams. This System is critical to the execution of force protection, emergency response and support for mutual aid to the local community and Homeland security. Motorola Advanced Services provides network software upgrades keeping the network secure and maintainable; provides Network Event Monitoring on a 24x7x365 basis providing the highest level of system availability to critical networks; annual preventative maintenance provides an operational testing and alignment of infrastructure of network equipment to ensure that it meets original manufacturer's specification; routine test and alignment, monthly preventative maintenance inspections for the RF equipment, network hardware repair and advanced replacement of spares from Motorola's inventory of equipment. Motorola Advanced Services will primarily be provided remotely from Motorola's Head Quarter facility and shall include the following in support and maintenance of the LMR System at TYAD: • Network Upgrades • Security Update Service • Security Technical Implementation Guidelines (STIGS) updates to Microsoft Window computers to maintain security that will keep the ASTRO 25 computers current will all known Microsoft security attacks • Remote Incident Management • Network Event Monitoring 24X7X365 • Annual Preventative Maintenance • Onsite Support as required. • Remote Security Patch Installation • Network Hardware Repair and support • 24x7x365 Tiered Technical Support and customer service. • Network Hardware repair and support • Motorola Advance Services shall provide continuous LMR System uptime and availability by identifying System issues and taking corrective actions before the issues become apparent to TYAD. The solutions support center shall consist of ISO 9001 and TL 9000 certified Network and Security Operation Centers (NOC/SOC) that leverage ITIL processes and common service platforms for event monitoring, management and issue resolution. • Motorola Advance Services shall provide dispatch service by a trained and qualified technician to diagnose and restore communication and maintain contact with the field technician until the issue is resolved and the case is closed. Immediate onsite repair at TYAD by a trained and qualified technologist is required in cases of severe problems that affects loss of communication. • Motorola Advance Services shall provide for replacement equipment until TYAD equipment is repaired. The contractor will provide spares of critical LMR system equipment. • Note: Tobyhanna Army Depot currently has a full-time on-site Motorola LMR technician under a separate contract vehicle. The Motorola Advance Services are primarily performed remotely at Motorola's Head Quarters. This requirement will be competed as brand name only. Only Motorola or their authorized partners can provide the Advanced Services for the TYAD Motorola LMR System. Motorola is the sole designer and developer of the Motorola Astro P25, LMR System and holds the proprietary rights to the embedded software codes and hardware configuration design data and hardware required to support the Motorola Astro P25 LMR System. No other contractors have the extensive knowledge, experience, hardware, software, tools, and assets to fully support the TYAD LMR System. Additionally, Motorola is the only contractor capable of making factory certified upgrades or enhancements to the hardware or software for the existing TYAD LMR System to keep the LMR System fully operational. Motorola or their authorized partners are determined to be the only service providers with the necessary technical data, computer software, technical knowledge and fully trained personnel to provide the Advanced Services to fully support the TYAD Motorola LMR System. The Government does not possess a technical data package required for competing this acquisition on a full and open basis. The period of performance is a Base year to commence March 19, 2018 through March 18, 2019 with four (4) one year options and one six month option for extension of services. This notice of intent is not a request for competitive proposals for other than the brand name Motorola LMR Advanced Services. Any responsible firms believing they can provide the Advance Services to support the TYAD Motorola LMR System should within ten (10) days of this notice, contact in writing the Contract Specialist identified below and submit a capability statement describing their firm's capability to meet the Government's requirement, which will be reviewed for consideration.
