- 2018 EDSBIR Phase II Request for Proposals (RFP) The U.S. Department of Education (Department) hereby announces the release of the 2018 Small Business Innovation Research (SBIR) Phase II solicitation. This solicitation is for all eligible firms that received a 2017 Phase I SBIR award from the Institute of Education Sciences in the Department of Education. The purpose of the SBIR program is to stimulate technological innovation in the private sector, strengthen the role of small business in meeting Department research and development needs, increase the commercial potential of Department-supported research results, and improve the return on investment from Federally-funded research for economic and social benefits to the Nation. Phase II is designed to expand on the results of and to further pursue the development of Phase I projects. Phase II is the principal Research and Development (R/R&D) effort; it requires a more comprehensive plan that outlines the effort in detail and describes the commercial potential of the product or tool. Awards are for periods up to 2-years in amounts up to $900,000.
