- The U.S. Army Corps of Engineers (USACE) intends to award a sole source fixed-price contract to Noblis, Inc. The vendor will provide a base of six months of scientific and technical consulting services support for the Strategic Environmental Research Program (SERDP) and the Environmental Security Technology Certification Program (ESTCP) with two three month options. The following services are required from the vendor: technical review of proposals and documents; direct support to program areas; administrative and financial support; meeting planning, logistics, and support; and outreach. Competition is not being sought for this requirement. USACE had previously established a single award task order contract (SATOC) with Noblis for these services under W912HQ-16-D-0001, awarded 18 December 2015; however, due to an administrative error, option year 2, for the period 21 Dec 2017 through 20 Dec 2018, was not exercised in a timely manner. Current task orders for services will expire on 14 Jan 2018, and there is insufficient time to conduct a new competitive procurement. The scientific and technical consulting services provided by Noblis are essential to SERDP/ESTCP's daily operations. A lapse in continuous contractor support would result in mission failure. The period of performance is six months after the date of the award with two, three month option periods. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
