- Synopsis: In an effort to enable early and meaningful correspondence with Industry for Medication Administration Pumps for the VA Philadelphia Medical Center located at 3900 Woodland Ave., Philadelphia, PA 19104. The Department of Veteran Affairs (VA), Network Contracting Office 4 (NCO4) has scheduled an Industry Day on Wednesday, January 17, 2018 from 8:00 am to 10:00 pm (EST) for a technical presentation on specific areas of a Medication Administration System as noted below. Purpose: This Industry Day is for potential vendors who can provide a Medication Administration System that includes, but is not limited to infusion pump, Patient Controlled Analgesia (PCA) pump, syringe pump, and End Tidal CO2 (ETCO2) monitoring capability. This system will be used throughout the facility to include acute care units, operating room, recovery room, outpatient procedure clinics, and community living center. The system must have the capability of downloading/updating from a drug library to the pumps wirelessly from a single remote source simultaneously to insure that each device receives the most current drug library as its updated. Infusion pumps shall be capable of dispensing four drugs simultaneously in varying degrees and quantities. Medication distribution systems will be used at the Corporal Michael J. Crescenz VA Medical Center, 3900 Woodland Avenue, Philadelphia, PA 19104. System must offer versatility to be used in a variety of clinical environments including Intensive Care, Operating Room, Emergency Department, Acute Medicine, Ambulatory Care Clinics, and the Community Living Center. System must provide wireless capability between a server where the drug library is stored and individual devices throughout the medical center and community living center. All systems must be mounted on IV poles to assess the space required in patient rooms and treatment areas. A representative from the company must be available with knowledge of the product(s) allowing nursing, other clinical staff, IT and biomedical engineering staff the opportunity to ask questions and experience the products application. Multiple vendors offering the same product will not be permitted. This event is limited to manufacturers of major infusion, syringe, and PCA pumps. RESPONSES TO THIS SPECIAL NOTICE ARE DUE NO LATER THAN 4PM EST, FRIDAY, JANUARY 12, 2018 TO Ronald.Kline@va.gov NOTE: VA is requesting that all interested parties submit a 1-page White Paper addressing the specific Medication Administration Pumps they plan on bringing for demonstration. These White Papers should be submitted to Ronald Kline at Ronald.Kline@va.gov no later than 4 pm, EST, January 12, 2018. NOTE: The Government will not compensate industry participants for travel, lodging or any other expenses associated with this event. NOTE: Business Participants for this Industry Day will need to send names in advance for security personnel and badges. A CRADA is an agreement established pursuant to the Federal Technology Transfer Act of 1986, Public Law (Pub. L.) 99-502 between Department of Veterans Affairs (VA) and one or more non-Federal, and Federal parties under which VA may accept, retain and use funds, personnel, services, facilities, intellectual property, equipment or other resources from the other party. In exchange, VA may provide personnel, services, facilities, intellectual property, equipment, or other resources, excluding funds, for research and development efforts that are consistent with VA s mission. If VA funding is required, VA must go through the acquisition and procurement channels. b. A CRADA defines the responsibilities and obligations of each party in conducting collaborative research and development, and provides the collaborating parties with certain rights to any patentable invention made by a Federal employee in the performance of the agreement.
