Description

The Naval Air Systems Command (NAVAIR) anticipates awarding a contract modification under N00019-16-G-0015 delivery order 0004 to Orbital Sciences Corporation, Chandler, AZ for the efforts required of the Contractor to integrate and demonstrate Joint Advanced Missile Instrumentation (JAMI) Time Space Position Information (TSPI) Integrated Module (JTIM) capability into the Orbital Front End Subsystem (OFES) of the GQM-163A Supersonic Sea Skimming Aerial Target (SSST) as well as frequency changes to telemetry and Flight Termination Receivers (FTR) to ensure four targets can be tracked on the missile range. Additionally, the Contractor is required to provide an OFES configuration trade study. The anticipated contract will fulfill the needs of the U.S. Navy as well as potential FMS customers. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: Orbital Sciences Corporation is the sole designer, developer, and manufacturer of the Supersonic Sea Skimming Target (SSST) and is the only known qualified, responsible source that possesses the necessary knowledge, experience, and technical data required to fulfill the requirements specified.
