RFI to be completed Draft SOW Sources Sought Notice 1193604 Office of Regulatory Affairs (ORA) - Office of Criminal Investigations (OCI) Employment Consulting Services THIS IS NOT A REQUEST FOR PROPOSALS/QUOTES - THIS IS A SOURCES SOUGHT NOTICE/REQUEST FOR INFORMATION, AND INFORMATION SUBMITTED WILL BE USED FOR MARKET RESEARCH PURPOSES ONLY. This Sources Sought/Request for Information (RFI) is for information, planning and market research purposes only and shall not be construed as either a solicitation or obligation on the part of the Food and Drug Administration or its Centers. The purpose of this RFI is to identify small businesses (i.e, Small Businesses, SBA Certified 8(a) Small Businesses, Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-owned Small Businesses (VOSB) and Service-Disabled Veteran-owned Small Businesses (SDVOSB) that are capable of providing the full range of services described in this RFI and the draft statement of work (SOW). FDA will use this market research information to assess the market's capability to successfully meet FDA OCI's requirements for Employment Consulting Services. FDA welcomes responses from all interested small businesses. FDA does not intend to make a decision or award a contract on the basis of responses nor otherwise reimburse interested sources for the preparation of any information submitted for FDA's use of such information. FDA reserves the right to contact vendors if additional information is required. Overview: The Food and Drug Administration requires consulting services to FDA/ORA/OCI in the areas of employee relations, conflict resolution, mediation, grievance examining, personnel misconduct investigation, policy and procedure development relating to staffing and employment, as well as other matters involving law enforcement personnel issues. The consulting services directly involve law enforcement personnel who are in rigorous positions and are authorized to carry weapons as well as other employees of the FDA/ORA/OCI. It is the Government's intention to award a contract with a performance period of one (1) year with four (4) one (1) year options. General Instructions: Responses to the RFI should not exceed 10 pages in length. The page limitation does not include the attached RFI 1193604 Response Sheet or completed CPARS evaluations. A complete response to the RFI must include the information requested below. Responses should demonstrate capability, not merely affirm the respondent's capability (e.g., The response must go beyond the statement that, "XYZ company can provide training support."). Respondents must complete the attached RFI 1193604 Response Sheet and submit with their response. Provide a brief narrative explaining your company's experience in providing employment consulting (administrative and personnel issues) to a federal law enforcement agency. Include specific examples of employment consulting services provided to the federal law enforcement agency/agencies. Provide a brief narrative explaining your company's experience in providing employment consulting specific to GS-1811 (Criminal Investigation) series employees, to include misuse of law enforcement technical systems and equipment (equipment: computers, firearms, badges, credentials, government vehicles, grand jury materials, etc.), employee conduct issues and issues related to integrity and performance of special agent duties. Provide a capability statement. Provide completed CPARS evaluations for contracts identified in the attached RFI 1193604 Response Sheet (if applicable). Please provide documentation of the size of your business for the selected North American Industry Classification System (NAICS) code: 541612. If you are classified as a small business, Historically Underutilized Business Zone small business, Veteran-owned Small Business, Service Disabled Veteran Owned Small Business, Woman-Owned Small Business and/or SBA 8(a) certified small business. Please provide a capability statement in addition to the other information for acquisition strategy determination. Additionally, please demonstrate your firm's capability to meet the requirements of FAR 52.219-14, Limitations on Subcontracting. Attachments: 1. Draft SOW: See attached DRAFT statement of work (SOW), which is subject to change. Potential offerors responding to this notice are highly encouraged to review the attached DRAFT SOW and provide comments and feedback. 2. RFI 1193604 Response Sheet - Potential offerors must complete the attached response sheet and submit with their RFI submission. Responses to this notice must be submitted via email to Haritha Raja (Haritha.raja@fda.gov). Responses will not be accepted by any other means. Responses are due by 5:00 PM Eastern Time (ET), Wednesday, January 10, 2019. Late responses may not be considered. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for quote/proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The result of this market research will contribute to determining the method of procurement.
