- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT under authority of 41 U.S.C. 1901 and 3304, FAR 6.302-1, 13.106-1(b), and 13.501(a)(1)(ii), only one responsible source and no other supplies or services will satisfy the agency requirements. The Agency intends to award a sole source contract to Financial Services Information Sharing and Analysis Center (FS-ISAC), 12020 Sunrise Valley Drive, Reston, VA 20191 to procure services in support of the Federal Retirement Thrift Investment Board (FRTIB). This action will result in a Firm Fixed Price contract with a period of performance of 12 months. The total contract cost is not to exceed $24,950. The procurement will be classified under North American Industry Classification System (NAICS) 519190. FS-ISAC, or the Financial Services Information Sharing and Analysis Center, is the global financial industry's go to resource for cyber and physical threat intelligence analysis and sharing. FS-ISAC is unique in that it was created by and for members and operates as a member-owned non profit entity. While FS-ISAC has always worked with members that have operations around the globe, in early 2013 FS-ISAC's board approved an extension to its charter to share information between financial services firms world-wide. Constantly gathering reliable and timely information from financial services providers, commercial security firms, federal/national, state and local government agencies, law enforcement and other trusted resources, the FS-ISAC is now uniquely positioned to quickly disseminate physical and cyber threat alerts and other critical information. When attacks occur, early warning and expert advice can mean the difference between business continuity and widespread business catastrophe. Procuring this membership will give FRTIB worldwide timely notification and authoritative information specifically designed to help protect critical systems and assets from physical and cyber security threats. Furthermore, The FS-ISAC also provides an anonymous information sharing capability across the entire financial services industry. Upon receiving a submission, industry experts verify and analyze the threat and identify any recommended solutions before alerting FS-ISAC members. This assures that member firms receive the latest tried-and-true procedures and best practices for guarding against known and emerging security threats. FS-ISAC can do their part to protect our industry and its vital role in critical infrastructure. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 1:00PM EST on January 4, 2018 will be considered by the Government. This notice is not a request for competitive proposals/quotes. All information submitted should support the offeror's capability to perform the requirement and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these services.
