Description
This is a Market Survey to locate additional sources for the Selected Spare Parts which are part of the Trailer Mounted Electric Power Plant III (EPP III) used with the PATRIOT Missile Defense System, NSNs: 6115-01-625-2086, 6115-01-607-7450 and 6115-01-608-5870. The EPP III is the main electric power source for the PATRIOT Missile Defense System and the selected spare parts have been identified for maintenance and sustainment purposes. NSNs: 6115-01-625-2086, Part Number: 535.01.0386 CAGE:1VD61, 6115-01-607-7450, Part Number:535.01.0385 CAGE:1VD61, and 6115-01-608-5870, Part N:535.01.0387 CAGE:1VD61. This acquisition is for a five-year fixed quantity of up to 103 each 150 kW Generator Set Overhaul Kits, NSN: 6115-01-607-7450; up to 155 each 150 kW Generator Set Engine Overhaul Kits, NSN: 6115-01-608-5870, and up to 45 each EPP III Overhaul Kits, 6115-01-625-2086, PN: 535.01.0386 CAGE:1VD61. The current source for these kits is Jenoptik Advanced Systems, LLC, CAGE:1VD61 (formerly Lechmotoren US). Detailed technical data for the manufacture or acceptance of these kits are not available from the Army. Suppliers capable of furnishing these items must so indicate, by writing to Mohammad Gani at Mohammad.a.gani.civ@mail.mil.The response must include production lead time, production capacity by month, surge capacity, number of years part will be available, ranges for price breaks if applicable or any other information that could affect the acquisition, supply and delivery of the parts. The response should also include documentation such as copy of purchase order if the supplier was a vendor to the listed source or a statement from the listed source demonstrating that the supplier can, in fact, supply the Army with these items from the supplier listed above. Successful supplier may be required to warrant that the item supplied will satisfactorily perform when used for the purpose intended by the Army. Closing date for responses is 15 days after the publication of this announcement. Responses can apply to any or all of the items. Additionally, you may provide additional information to support your technical capabilities of manufacturing or supplying power generation and distribution components with similar complexity and functionality of those assemblies/sub-assemblies used in the PATRIOT Electric Power Plant III (EPP III). If you are interested in assisting us with market research information for these items, please answer the below market survey questionnaire. We also appreciate any additional comments that will help us identifying potential manufactures or suppliers. Please complete the following questions. Company: Address: Point of Contact: Phone Number: Fax Numbers: Email Address: CAGE Code: DUNS Number: 3) Has your Company performed manufacturing and/or supplying power generation and distribution components or similar type effort in the past, if so provide Contract Number, Point of Contact (POC), e-mail address, phone number, and a brief description of your direct support of the effort? 4) Describe the qualifications of your engineering staff, who have experience in the design and production of power generation and distribution components similar in complexity and technology to what is used in PATRIOT Electric Power Plant III (EPP III). 5) Describe your company's experience in identifying the test equipment for testing power generation and distribution components similar in complexity and technology to what is used in the PATRIOT Electric Power Plant III (EPP III). 6) Describe your company's experience in managing obsolescence issues. 7) Does your company maintain a Program and Assessment Tool to monitor and analyze the availability of components to allow clear and precise tracking of all obsolescence issues? If so, please elaborate on the Program and Assessment tool(s). 8) Describe your company's experience in identifying the alternatives for the unavailability of obsolete materials or components to mitigate obsolescence issues. 9) Describe your company's experience in performing and completing First Article Testing (FAT) requirements for power generation and distribution components similar in complexity to what is used in the PATRIOT Electric Power Plant III (EPP III) systems within a specified timeframe. 10) Discuss your company's capability in meeting US Government contracting delivery requirements. This is not a request for proposals and shall not be construed as a commitment by the Government. The information gathered from this announcement will be used to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or set aside for Small Business. Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential procurement action and to assist in making future acquisition strategy decisions. This is NOT a Request for Quote or Proposal. The Government does not intend to award a contract on the basis of this RFI or reimburse any costs associated with the preparation of responses to this RFI.
