This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources, small and other than small businesses, to perform a potential requirement. Respondents are required to be registered and in good standing in The System for Award Management (SAM) https://www.sam.gov/portal/SAM/#1 Purpose and Objectives: Your responses to the information requested will assist the Government in determining the appropriate acquisition method. NAICS code: 519130 and sized standard is 1,000 Employees. NOTE: Respondent claiming SDVOSB and VOSB status must be registered and Center for Veterans Enterprise (CVE) verified in VetBiz Registry www.vetbiz.gov. Project requirements: To provide full-text and online access to journals from any publishers. In addition, to require access to scholarly, review and research journals for diagnoses, treatment and treatment of veterans and for continuing education in order to maintain their licenses. Anticipated period of performance: 01/12/2018 - 12/31/2018. Information sought: Response to this announcement shall not exceed 10 pages and should include the following information: (1) A tailored capability statement indicating the firm s ability to provide the services required in the Description of Service Section. Include any certifications/qualifications for accomplishing the requirement for Medical and General Journal and Administrative Journal Subscriptions listed and any authorization to provide this service on company letterhead; (2) The respondents DUNS number, organization name, address, point of contact, and size and type of business (e.g., SDVOSB/VOSB, small, etc,) pursuant to the applicable NAICS code; (3) Information should be provided electronically in a Microsoft Word or Adobe PDF format. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Description of Services STATEMENT OF WORK - Medical Journal- SUBSCRIPTIONS 1. Introduction and Overview The VA North Texas Health Care System staff physicians, nurses, physician assistants, pharmacists, dentists and other health care professionals require access to scholarly, review and research journals for diagnoses, treatment and treatment of veterans and for continuing education in order to maintain their licenses. Any good employer must offer their employees the opportunity to achieve at least some, if not all, of the requirements at no cost to the employee. Library staff also must have access to print and electronic journals in order to participate in the exchange of articles between VA, medical and academic libraries through interlibrary loan. A specific lot of magazines are also ordered for inpatient veteran education and entertainment. The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. 2. Specific Requirements The VA North Texas Health Care System (VANTHCS) requires print and online access to a variety of medical journals for obtaining scholarly, review and research articles that are obtainable via PDF documents or from print copies, if online access is not available. This information is used by the medical center staff in the care, diagnosis and treatment of veterans and for continuing education requirements. The vendor shall provide print or electronic access to the requested lot of journals as and in the format available. This includes: One lot of 113 medical journal titles 1 year subscription Online access to journals that are offered in this format Print copies delivered through US Mail where online is not accessible Pharmacists Letter online access 1 year subscription AACR journals (6-title) suite 1 year subscription Elsevier Chest & Kidney International journals - online 2.1 Tasks For the above list, the contractor shall provide the following: a. Online or print access to VA North Texas Health Care System b. Customer service shall be available to troubleshoot website/connectivity issues via phone, e- mail, etc. c. Customer requires all electronic journals to be IP authenticated. 2.2 Deliverables: Online or via US Mail where online is not accessible. 3. Period of Performance: The contract will cover the calendar year 2018. 4. Payment: Pay upon receiving invoices. 5. Security & Privacy Control: The Certification & Accreditation (C&A) requirements of VHA Handbook 6500.6 do not apply to this requirement; therefore, a Security Accreditation Package is not required. No C&A or MOU/ISA is required. Sensitive information exposure as part of this contract involves applicable security controls within the facility as part of the VA Information Security. HIPPA Compliance: Contractor must adhere to the provisions of Public Law 104-191, Health Insurance Portability and Accountability Act (HIPPA) of 1996 and the National Standards to Protect the privacy and Security of Protected Health Information (PHI.) As required by HIPPA, the Department of Health and Human Services (HHS) has promulgated rules governing the security and use and disclosure of protected health information by covered entities, including the Department of Veterans Affairs (VA.) In accordance with HIPPA, the Contractor may be required to enter into a Business Associate Agreement (BAA) with VA. STATEMENT OF WORK - Administrative Journal- SUBSCRIPTIONS A. GENERAL GUIDANCE 1. Title of Project: DALLAS ADMINISTRATIVE JOURNAL ORDER Calendar year 2018 2. Background: This set of references is used by Pharmacy Service, Biomedical Engineering, Audiology, Engineering, VA Police. These are required references for conducting business, providing care and rehabilitation to veterans, provide a safe environment for patients, employees and visitors. 3. Performance Period: The contract will cover the calendar year 2018. 4. Type of Contract: This is a firm-fixed-price agreement. B. GENERAL REQUIREMENTS Vendor will provide print and/or online access to ADMINISTRATIVE journals (34 in 2018) as these journals are made available for various health care professionals. Vendor shall provide access to print and electronic journals to provide medical information to support the work at VANTHCS. This year s order of journals will encompass issues published for January December 2018, and will include titles to medical journals needed for special services. These journals will be renewals of currently purchased titles. There are some serial titles that are usually considered books on the list. These titles are annuals or annuals plus supplements. The Vendor shall be responsible for the management, labor and equipment necessary to provide related subscriptions services include paying publishers, handling claims for non-receipt, processing changes in subscriptions status (renewals, new and cancelled subscriptions), facilitating the activation of online access, and submission of required reports and other service problems. C. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES Online or via US Mail where online is not accessible. The Vendor will resolve online access issues between VANTHCS Library Service and the journal publishers to maintain or restore online access and/or print editions of purchased journals.
