The National Cemetery Administration is soliciting offers under Solicitation No. 36C78618Q0087 for grounds maintenance at the Confederate Mound Burial Plot/Monument located within Oak Wood Cemetery; 1035 E. 67th Street; Chicago, IL 60637 Work entails: A- Mowing B- Headstone and Monument Trimming C- Monument Sidewalk Edging D- Leaf and Debris Removal E- Headstone/Monument Cleaning F- Flagpole and Monument Maintenance G- Pre-Emergent Crabgrass Control H- Fertilizer and Broadleaf Herbicide Applications I- Over-Seeding J- Flag Raising/Lowering Site visit information will be forth coming in an amendment. Incumbent information is not given out by this office, there are free databases for searching. Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, VA and Federal Security regulations and policies, and any State and/or local regulations, laws and codes. Proposals will be evaluated and award will be made to the responsible offeror conforming to the solicitation, is determined to be in the best interest of the Government, price and other factors considered. An offeror s proposal may not be considered when proposed cost is unreasonably high or unrealistically low. Past Performance is considered of greatest importance; therefore, the Government reserves the right to award a contract to other than the low offeror. Factors that will be evaluated to determine award are past performance, technical approach, and price. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government. Risk will be considered in all of these factors. This acquisition is 100% set aside for Veteran Owned Small Business (VOSB).   The NAICS Code is 561730.   Size standard is $7.5 Million.   Electronic solicitations will be available for download from http://www.fbo.gov on or about January 3, 2018 Responses to the solicitation are due by noon Eastern time on Friday February 15, 2018. Any amendments to the solicitation will also be available at www.fbo.gov.   Offerors are advised they are responsible for obtaining any amendments.   Information shall be submitted in the manner requested in FURTHER INSTRUCTIONS TO OFFERORS. Failure to submit all documentation required as required so may result in your submission being determined non-responsive and removed from further consideration.
