Description
Justification for Other than Full and Open Competition-RFQ-0003599 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a sole-source, fixed price Blanket Purchase Agreement (BPA) with Artel, Inc., 25 Bradley Drive, Westbrook, ME, 04092-2013 for the purpose of procuring Reagents and Plates for its existing Multi-channel Verification System (MVS). The FBI's Federal DNA Database Unit (FDDU) and the DNA Casework Unit (DCU) currently utilize the Artel Multi-channel Verification System (MVS) for verifying the precision and accuracy of all the robotic stations used for casework, research, database and validation studies. Each MVS measures reagents to ensure the precise volume is applied to the robots. The Artel Reagents and Plates are required to keep the robotic stations running efficiently. The Artel Reagents and Plates are critical to the quality assurance and quality control processes and must be compatible with current laboratory procedure manuals. Based on market research, and Government end-users, it has been determined that the Artel Reagents and Plates are the only products that can be used on the FBI's existing MVS. Artel Inc. is the sole manufacturer and the only authorized seller of the required products. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interests and capability to respond to this requirement to the attention of: Kemper Wood, email address: KNWood@fbi.gov by Wednesday, January 10, 2018 (12:00 pm Eastern). Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
