Description
This is a pre-solicitation notice (synopsis) for a service acquisition in accordance with the format in FAR Subpart 5.2, as supplemented, with additional information included within this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-96 (effective 6 November 2017). All applicable provisions and clauses will be included in the actual solicitation. This electronic announcement constitutes the only pre-solicitation notice being issued. No solicitation is being issued or requested at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. The solicitation is expected to be issued on or after 19 January 2018. The closing date and time for submission of proposals will be contained in the solicitation package, which will be made available on the Government Point of Entry (GPE) website at http://www.fbo.gov at that time. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Contractors MUST be registered in the System for Award Management (SAM) database along with having completed Online Representations and Certifications, or his/her proposal will not be considered. Further information on SAM website is available at https://www.sam.gov. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs. A solicitation is not available at this time; therefore do not request a copy of the solicitation. This solicitation will be offered in electronic format only. No hard copies will be provided. At this time, USAFA is not seeking proposals and will not accept unsolicited proposals. The service acquisition is for the United States Air Force Academy (USAFA) Civil Engineering (CE) Base Maintenance Support (BMS) requirement. The Contractor shall provide all supervision, labor, supplies, tools, materials, non-accountable equipment, general purpose/special purpose vehicles, and training to perform all tasks and functions for the USAFA CE BMS requirement. All tasks and functions fall broadly into the following categories: • Engineering Services • Project Design Execution • Project Programming Services • Construction Management • GeoBase/Drafting/Surveying Services • Engineering Support • Planning Services • Energy Program Management • Installation Management • Real Property • Information Technology • Environmental Programs • Hazardous Materials Spill Response • Facilities/Infrastructure Maintenance and Repair • Structures • Pavements and Grounds • Electrical/Power Production • Water and Fuels • Pest Management • Heating, Ventilation, Air Conditioning (HVAC), Controls, and Alarms • Swimming Pool Maintenance • Vertical Transport Equipment Maintenance • Operations/Maintenance Engineering • Preventative Maintenance • Unit Control Center Operations • Support to Privatized Housing Agency • Emergency Management • Emergency Management Planning and Execution • CE Expeditionary Engineering • Housing Management Services • Unaccompanied Housing Services • General Officer Quarters • Dormitory Management Support This acquisition is set aside for small business. The North American Industry Code Standard (NAICS) is 561210, Facilities Support Services, and the Small Business Administration (SBA) small business size standard is $38.5 million. The proposed contract may be awarded to one vendor as a firm-fixed price services contract, to include one (1) twelve month base period with four (4) twelve month option periods and two (2) twelve month incentive award term periods. An industry pre-proposal conference and site visit is tentatively planned for 6 - 7 February 2018 at USAFA.
