Description
Amended Special Notice THIS IS A NOTICE OF INTENT: BBG50-SN-18-0002AM EXECUTIVE CONSULTANT-MEDIA STRATEGY EXPERT The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Office of Contracts (CON) located at 330 Independence Ave, SW Washington, D.C. 20237, intends to award a sole source contract to Ms. Kate O'Brian in New York, NY. The Contractor shall provide the Voice of America with advice and strategic planning on developing a 24-hour /7-day a week television network. In this capacity, Ms. O'Brian shall perform the following duties: (a) The Contractor shall perform a variety of services with respect to the VOA strategy, programming and marketing, including conducting research, attending meetings, making recommendations, and drafting reports, in addition to other related tasks in support of VOA's goal of establishing multiple television networks operating 24 hours a day, seven days a week. The Contractor shall perform all work in conformance with VOA's journalistic standards and policies, which the agency will provide. (b) The Contractor shall conduct research and use appropriate sources for the creation of plans and projects, as directed by the COR, or other staff designated by the COR, such as the VOA Director or the Director's designated staffers. (c) The Contractor shall perform other duties as assigned by the COR (or other staff designated by the COR, such as the VOA Director), including attending internal and external meetings or conferences. (d) The Contractor shall conduct research and make recommendations on the formulation of policies and strategies for the development of programming, marketing concepts and distribution to foreign audiences. (e) The Contractor shall provide final drafts of briefing papers to the COR, or other staff designated by the COR, such as the VOA Director. (f) All finished works including but not limited to briefs; reports; strategies; concepts and programming shall be copyrighted to the Voice of America. The Government estimates this project shall take up to 1,490 labor hours exclusive of travel expenses and other direct costs. The Government intends to issue a partially funded purchase order for $40,000.00 for the one year period. Additional funds subject to availability per FAR 52.232-18. The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. § 3304(f) which is implemented at FAR 6.302-1 as follows: "When the supplies or services required by the agency are available from only one responsible source... and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. This Notice of Intent is not a request for competitive price proposals. Interested firms must submit a written response that demonstrates their ability to provide the above. Also, interested firms must state how they would fulfill the requirement above and include appropriate documentation describing the number of years they have been providing such services. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. The written response must be submitted to Alisa Martine, Contract Specialist, and Charles "JR" Hill, Contract Officer by Friday, January 5, 2018 12:00pm eastern daylight saving time via email at amartine@bbg.gov, and chill@bbg.gov. ALL ATTACHMENTS MUST BE SENT IN "PDF FORMAT" AND INCLUDE THE NOTICE OF INTENT NUMBER IN THE SUBJECT LINE. PLEASE NOTE THAT THE TOTAL SIZE OF ALL ATTACHMENTS MUST NOT EXCEED 23MB. Any determination to compete or not to compete this proposed contract is solely within the discretion of the Government. This Public Notice is not a RFP, IFB, or RFQ.
