Description
The Air Force Life Cycle Management Center, Wright-Patterson AFB, Ohio contemplates an extension to the period of performance and ceiling of contract FA8637-13-D-6003 with the Sierra Nevada Corporation (SNC), 444 Salomon Circle, Sparks, NV 89434-9651, currently set to expire 26 February 2019. Under the LAS IDIQ contract, Sierra Nevada Corporation acquired LAS A-29 aircraft and associated support for the Afghanistan Air Force (AAF) as part of the Building Partnership Capacity (BPC) program with the Government of the Islamic Republic of Afghanistan (GIRoA). This includes aircraft Interim Contractor Support (ICS), Ground Training Devices (GTDs) and corresponding Contractor Logistics Support (CLS); and Air Advisor Training for US personnel allowing them to train AAF personnel. The prime contractor, SNC, has delivered twenty (20) aircraft and is producing six (6) additional aircraft. Of the delivered aircraft, twelve (12) are in AAF combat operations against enemy combatants. The contractor provides all maintenance support necessary for both on-going training and combat operations at two operating locations; Moody AFB, Georgia and Kabul, Afghanistan. The current contract permits the Government to issue orders on or before five years from the 27 February 2013 award of the Basic Contract. Performance of services under any order issued during the ordering period shall be completed not later than 26 February 2019. This action will extend the current contract ordering period eighteen (18) months to continue support of the Afghanistan BPC mission during the development of a subsequent support contract. The extension contemplated is pursuant to 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Due to the complex nature of this effort, the highly specialized equipment and services involved, and the relationship with the principle subcontractor, Embraer Defense Systems International (EDSI), the government anticipates SNC is the only responsible source for the extension of these services Industry representatives with comments regarding the contemplated extension or qualification/capability assertions shall submit them to Audra Dorn (audra.dorn.3@us.af.mil) on or before 19 January 2018, 3:00 PM Eastern Daylight Time (EDT).
