Description
This is a PRE-SOLICITATION NOTICE. NAICS : 561730 - Landscaping Services FSC : S208 - Housekeeping - Groundskeeping/Landscaping Size Standard : $7,500,000.00 This solicitation will be a 100% Small Business Set-Aside Subject : Mowing & Trimming Services Place of Performance : Eau Galle Reservoir and Recreation Area, Spring Valley, Wisconsin 54767 Description : The U.S. Army Corps of Engineers requires a contractor to perform mowing and trimming services at Eau Galle Dam and Recreation Area, located near Spring Valley, Wisconsin. Eau Galle Reservoir and Recreation Area is a 650-acre Corps of Engineers flood control project offering both day use and overnight camping facilities. Day use facilities are provided at the Main Day Use Area, Northwest Day Use Area, Lousy Creek Access and the Stilling Basin/Outlet Works. Overnight camping is allowed at 58 campsites in Highland Ridge Campground. The total area to be mowed is approximately 19.17 acres, spread across ten areas in the park. Mowing and trimming services, unless otherwise noted in the solicitation, will be accomplished between 6:00 a.m. and 8:00 p.m., Monday through Friday. Grass shall be cut to a minimum height of two (2) inches, and a maximum height of three (3) inches. All areas shall be cut when grass or weeds exceed five (5) inches. In areas where a mower cannot provide complete coverage, such as sidewalks, roadways and shoulders, parking lots, trees, picnic tables, fences, signs, buildings, electrical boxes, grills, fire pits, trash receptacles, playground equipment, campsites and all other appurtenant structures, grass and weed control may be accomplished through the use of power trimmers or hand clippers. Grass and weeds on trails and campsites shall be mowed when the height exceeds five (5) inches. Trails will be mowed to a width matching that of previous mowings, not less than six (6) feet in width, unless prevented by a natural feature. The area maintained at campsites shall extend one (1) foot from the edge of camp pad and drive at Highland Ridge Campground. Grass and weeds within five (5) feet of parking lot edges, and within five (5) feet of park roads shall be mowed. Contractor personnel will be uniformed, to include proper personal protective equipment (PPE) (i.e. eye and hearing protection). Personnel will conduct themselves in a professional manner at all times, and refrain from conduct unbecoming of the position, so as to bring discredit to themselves or the U.S. Army Corps of Engineers. Grass clippings will be left on the ground for mulch. Clippings will be removed from sidewalks, shelters, and similar premises. This synopsis is not a request for quotes or proposals. This is a notice that a solicitation for a small business competitive acquisition for the award of one firm-fixed price contract is intended to be issued via FedBizOpps (www.fbo.gov) in the near future. The specifications will be detailed in the solicitation. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The solicitation will contain the response deadline. It is estimated that quotes will be due not less than 15 days after the solicitation is issued. This time frame is an estimate and subject to change. The definitive quote due date and time will be stated in the solicitation and any associated amendments that may be issued. In order for contractors to conduct business with the Department of Defense (U.S. Army Corps of Engineers), the contractor must provide registration information to the System for Award Management (SAM). All Offerors must be registered in SAM, have an active account, and have completed the Representations & Certification sections (FAR and DFARS) prior to receiving an award.
