- The Carl Vinson VA Medical Center, Dublin, GA has a requirement and anticipates issuing a firm fixed price contract to Implement Retro Commissioning Recommendations. This project will complete work associated with replacement of four rooftop-mounted air handling units serving Building 5 at the Carl Vinson VA Medical Center, 1826 Veterans Blvd., Dublin, GA 31021. This project is related to deficiencies noted on a VISN 7 Retro Commissioning report performed in 2010 and has been A/E designed to mitigate items associated with Building 5 HVAC. The primary North American Industry Classification System (NAICS) code is 236220 and the small business size standard is $36.5 million. Contract will be awarded to the responsive, responsible bidder offering the lowest price. Solicitation can be obtained electronically on the Internet web page at http://www.fedbizopps.gov on or about the week of January 22, 2018. Notification of any postponements and any amendments to the solicitation will only be posted on this web-site. It is the sole responsibility of the offeror to continually view this web-site for any amendments made to the solicitation. HARD COPIES OR CD-ROM OF THE SOLICITATION OR THE PLAN HOLDERS LIST WILL NOT BE PROVIDED BY THE GOVERNMENT. ALL CONTRACTUAL AND TECHNICAL QUESTIONS MUST BE SUBMITTED IN WRITING BY E-MAIL to Phillip.Braswell@va.gov. NO TELEPHONE QUESTIONS WILL BE ACCEPTED. This procurement is 100% set-aside for Service-Disabled Veteran-Owned Disabled Veteran-Owned Small Business (SDVOSB). To be considered for an award, bidders must be a SDVOSB and CVE certified and visible in VIP (VAAR 804.1102) and also registered in the System for Award Management (SAM) (information on registration requirements can be obtained by the Internet at https://sam.gov) at the time of submission of bids. Any firm not CVE certified upon submission of their bid will not be considered for award. The Government will not pay any costs for responses submitted.
