- Amendment 0001 The USDA - Forest Service WO-AQM Job Corps Support Branch has identified the need for a qualified and Arkansas state licensed fire alarm installer (or one under direct supervision of an Arkansas state licensed fire alarm installer) contractor to remove and dispose of existing fire detection panels and devices, and furnish and install fire detection components in various buildings. The work includes fire alarm panels, annunciators, detectors, pull stations, signaling devices, low voltage wiring and conduit, telecom wiring and conduit, system testing, training and demonstration. Some of the buildings also require design work to determine what components are needed at the Cass Job Corps Center, located approximately 18 miles North of Ozark, AR. The Contractor shall furnish all the necessary supervision, management, personnel, material, equipment, services and facilities. This requirement is issued as a Request for Quote (RFQ) #1282A718Q0009, under FAR Part 13. The RFQ will result in a single firm fixed-price award from the terms set forth in the solicitation. The North American Industry Classification System (NAICS) is 561621. The size standard is $20.5 M. This requirement will be set aside to Small Businesses as authorized by FAR 19.502-2(a). There will be no formal site visit, and all vendors are encouraged to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may impact the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. The specifications WILL NOT be provided in a paper hard copy format or CD ROM, and will only be posted on the Federal Business Opportunities (FBO.GOV) website. The address for downloading this solicitation from the Internet is https://www.fbo.gov. Registration and downloading from the internet is free of charge; however, some specifications may take a considerable amount of time to download. All prospective offerors are required to register on the Federal Business Opportunities website for this procurement. An official plan holders list will be maintained on and can be printed from the website. Notification of any changes to this solicitation (amendments) shall be made only on the internet through FBO. If you fail to register, the Government cannot be responsible for notification of any amendments to the solicitation. Therefore, it is the contractor's responsibility to check the Internet site daily for any posted changes to the solicitation. In addition, all contractors doing business with the Federal Government must be registered in the System for Award Management (SAM) at https://www.sam.gov. NOTE: Offerors should submit verification of their firm's registration in the SAM database with their offer. SUBMISSION In lieu of sending written inquiries via the postal service, all potential contractors must submit all inquiries and quotes electronically via email to the email address stated in FBO posting. Any mailed (postal service), shipped (UPS/FEDEX, etc.) or hand delivered quotes will not be accepted or considered for award. Oral quotes will not be accepted. All quotes must be submitted no later than 1600 Mountain Time on January 26, 2018 via email to Brian McCabe at bmccabe@fs.fed.us and Ashley Cucchiarelli at acucchiarelli@fs.fed.us BASIS OF AWARD AND EVALUATION OF QUOTES Offerors shall enter a price for all items listed in PRICING SCHEDULE. There will be one award from this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and non-factors considered. Award may be made to other than the lowest priced proposal if the perceived benefits of the proposal merit the price difference based on the evaluation of non-price factor evaluation criteria. It is the Government's intent to determine reasonableness and the bidder's understanding of ALL the work required and the ability to perform ALL of the work stated under the contract. Any exclusions listed in reference to prescribed work, may remove the contractor from consideration. The Government may reject any or all quotes, issue orders to other than the lowest quote, and waive minor informalities or irregularities in quotes received, or elect to not award at all. If necessary, the Government may conduct discussions with any or all quoters. The Government may issue an order on the basis of quotes as received, without entering into discussions with any quoter. Therefore, each initial quote should contain the quoter's best terms and must speak directly to the evaluation factors listed. Note: Those not submitting past performance and biobased information as outlined will be considered not responsive and therefore not be considered for award.
