REQUEST FOR INFORMATION (RFI) 36C79718Q9000 DIGITAL IMAGING NETWORK-PICTURE ARCHIVING & COMMUNICATIONS SYSTEM (DIN-PACS) FOR VETERANS INTEGRATED SERVICE NETWORK (VISN) 7 Radiology, Cardiology, and Nuclear Medicine PACS This is a Request for Information (RFI) only and does not constitute a commitment, implied or otherwise, that the Department of Veterans Affairs (VA), National Acquisition Center (NAC) High Tech Medical Equipment Division (HTME) will take procurement action in this matter. Further, neither the VANAC - HTME nor the Government will be responsible for any cost incurred in furnishing this information. This RFI is issued solely to gather information for planning purposes. This will allow the VA to make decisions regarding the development of strategies for an enterprise-wide Picture Archiving and Communications System (PACS) with Radiology Information System/Hospital Information System (RIS/HIS) that will both replace a current system and maintain cross reading abilities between. The Medical Facilities are: 1) Atlanta VAMC: 1670 Clairmont Road, Decatur, GA 30033 2) Augusta VAMC-Uptown Division: 1 Freedom Way, Augusta, GA 30904 (Charlie Norwood). Downtown Division: 950 15th Street, Augusta, GA 30901 3) Birmingham VAMC: 700 S. 19th Street, Birmingham, AL 35233 4) CAVHCS VAMC-West Campus: 215 Perry Hill Road, Montgomery, AL 36109-3798 East Campus: 2400 Hospital Road, Tuskegee, AL 36083-5501 5) Charleston VAMC: 109 Bee Street, Charleston, SC 29401-5799 (Ralph H. Johnson) 6) Columbia VAMC: 6439 Garners Ferry Road, Columbia, SC 29209-1639 (Wm. Jennings Bryan Dorn) 7) Dublin VAMC: 1826 Veterans Blvd, Dublin, GA 31021 (Carl Vinson) 8) Tuscaloosa VAMC: 3701 Loop Road, East, Tuscaloosa, AL 35404. 9) Augusta Uptown VAMC Primary Data Center: Uptown Division: 1 Freedom Way, Augusta, GA 30904 (Charlie Norwood). 10) Birmingham VAMC Secondary Data Center: 700 S. 19th Street, Birmingham, AL 35233. All vendors are requested to respond to the questions below and submit a capabilities statement by Friday, January 12, 2018 no later than 3:00 Central Standard Time (CST). Responses shall include the following: Size of your business and socioeconomic status. SDVOSB/VOSB verification status. Briefly discuss your ability to provide an enterprise wide Digital Imaging Network-Picture Archive Communication System for Radiology, Cardiology, and Nuclear Medicine requirements? Note: Please include in your responses the Original Equipment Manufacturer (OEM) information. Responses shall also include a letter of commitment from the manufacturer to ensure you source the manufacturers items. It is a viable approach to combine Radiology and Cardiology requirements into one enterprise wide PACS solution? If not, what are the limitations? Delivery timeline. What is the minimum amount of time needed for delivery? Project timeline. What is the minimum amount of time required to implement an enterprise wide Radiology, Cardiology and Nuclear Medicine PACS solution? What are some of the typical and length of delays you have experienced with your Government customers? Equipment Lifecycle. What is the equipment lifecycle and how often should equipment be replaced? Please describe your capability to provide a vendor neutral archive? Could the Vendor neutral archive be established as a separate requirement? If so, how would it affect the implementation time of the enterprise wide PACS solution? Should a separate vendor neutral archive established for Radiology, Cardiology and Nuclear Medicine? Why? Warranties or Extended Warranties. Briefly describe your hardware, software, and extended warranty options and coverage. If you are a distributor, would the warranties be purchased through your company or the OEM? Maintenance Services. If you are a distributor, how these services would be provided. Training. If you are a distributor, how would you provide these services? Upgrades and Updates support. If you are a distributor, how would you provide these services? What information should be included in the solicitation and/or statement of work that is typically left out for these types of requirements? Provide information on compliance with VA Information System(s), Patient Health Information (PHI), such as compliance with Health Insurance Portability, Accountability Act (HIPPA) requirements, and VA security policy 6500. Briefly explain the time frame to provide Data Migration for 5 years of PACS studies from the existing PACS to a new PACS. Note: Provide a brief list or table with explanation of importance. We are always looking for ways to improve our solicitations and clarify our requirements to avoid delays. However, this is not a request for proposals or quotations and a requirement may or may not result from this request.
