Description
Pre Solicitation Notice SOL-CI-17-00082 Support Services for Vehicle and Engine Testing The solicitation SOL-CI-17-00082 will be available for downloading at FedConnect ® located at the following internet address: www.fedconnect.net/. Questions relating to the solicitation are required to be submitted electronically through FedConnect ®. ONLY those questions posted through FedConnect ® will be accepted. All responses to questions will be released on FedConnect ®. At this Internet site you will be able to register with FedConnect ®, enabling you to download the solicitation once released, join the mailing list, and to submit questions. Contractor registration in the Government ™s System for Award Management (SAM) is required in order to be eligible for contract award. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. Once issued, solicitation documents will be available electronically for download at https://www.fedconnect.net. Hard copies of the solicitation package will not be distributed. Electronic copies of responses will be required and must be submitted via FedConnect ® (https://www.fedconnect.net). The United States Environmental Protection Agency has a need for a contractor to provide support to the Office of Air Radiation (OAR), Office of Transportation and Air Quality (OTAQ) seeks a contractor for Support Services for Vehicle and Engine Testing for the National Vehicle and Fuel Emissions Laboratory in Ann Arbor, Michigan. This is a follow-on requirement to contract EP-C-13-033. The purpose of this contract is to support testing of vehicles, engines and equipment at EPA's National Vehicle and Fuel Emissions Laboratory (NVFEL) in Ann Arbor, Michigan; to support EPA ™s imports program; track defect and voluntary emissions recall reports; and support in-use compliance and evaluation testing. The successful contractor of any resultant contract will be expected to provide all necessary labor, materials, and services in support of the efforts delineated by the Performance Work Statement (PWS). The potential exists for conflicts of interest (COI) under this procurement. Therefore, interested parties are advised that EPAAR provisions (EPAAR 1552.209-70 and 1552.209-72) requiring the offeror to certify that it is unaware of any potential COI or to disclose any potential COI of which it is aware, shall be required. Offerors will also be required to submit a COI plan describing the offeror ™s system and methods for identifying and either avoiding, neutralizing, or mitigating a COI and a COI disclosure statement will be required for each work assignment. The standard EPAAR solicitation provision (EPAAR 1552.209-71) requiring a contractor to make full disclosure of any actual or potential conflict of interest discovered after contract award will also be a part of the resultant solicitation. The solicitation and resulting contract shall also contain the clause, śLimitation on Future Contracting. ť The text of this clause will track with Limitation of Future Contracting, Alternative V (Headquarters Support), EPAAR 1552.209-74 (APR 2004), except for paragraph (c). Paragraph (c) of the clause shall read as follows: Paragraph c: śUnless prior written approval is obtained from the EPA Contracting Officer, the contractor agrees not to enter into a contract with, or to represent any party, other than EPA, with respect to the specific activities performed under this contract. Specifically, the contractor may not enter into a contract or contractual relationship with any automotive manufacturers, nonroad vehicle and engine manufacturers, portable fuel container manufacturers, fuel refineries and distributors, and air emissions testing equipment manufacturers and dealers that are affected by the policies and regulations for which the contractor has provided, or has task orders to provide support under this contract, if the purpose of the contract or contractual relationship is to contest, oppose, or otherwise influence such policies or regulations, or to avoid or circumvent their applicability. These restrictions apply for the life of the contract, and extend for 3 years beyond the life of the contract. ť The Government anticipates award of a single Indefinite Delivery Indefinite Quantity (IDIQ) Contract, with both Firm Fixed Priced and Cost Plus Fixed-fee (Term and Completion) Task Orders, with an ordering period of 5 years. The anticipated minimum amount is $100,000 and the anticipated maximum is $19,600,000. The solicitation will be issued on a full and open competitive basis with no small business set-aside(s), all responsible offerors may submit a proposal. The contract award will be made in accordance with FAR part 15-Contracting by Negotiation. The applicable NAICS Code is 541330, and the size standard is $15 Million.
