Description
PRE-SOLICITATION NOTICE 19GE50-18-R-0011 The American Embassy Berlin provides the following Pre-Solicitation Notice regarding the issuance of a Request for Proposal (RFP) for: Packing and Shipping Services of Personnel Household Goods (HHG), Unaccompanied Baggage (UAB) and other Authorized Items The Regional Procurement Support Office (RPSO) in Frankfurt, Germany, intends to award a firm, fixed unit price Indefinite-Delivery Indefinite-Quantity Type Services Contract during the second quarter of calendar year 2018. The contractor shall provide services to the American Embassy Berlin, Germany. This consists of packing, freight handling, forwarding, cargo storage, customs clearance and other related services for household effects (HHE) and unaccompanied air baggage (UAB) transportation for shipments originating from, consigned to, routed through, and/or moved within the geographic area(s) of the American Embassy Berlin, and the American Consulates in Hamburg, Leipzig and Düsseldorf. The contractor shall furnish all managerial, administrative, direct labor personnel, materials and transportation that are necessary to accomplish all work required. RPSO intends to issue the Solicitation Package on or about February 1, 2018 and Proposals will be due thirty (30) days thereafter. A Pre-Proposal Conference/Site Survey will be held approx. ten (10) days after release of the solicitation, exact date to be announced. Contract award is expected in April 2018, with a contract start date of May 2018. The solicitation documents will be supplied only upon request; the documents will not be posted on FBO, or elsewhere in the internet. Only those companies that request a copy of the solicitation by the established deadline will receive the solicitation documents and the Request for Proposal. Companies interested in receiving a copy of the solicitation should express their interest by written correspondence, by January 20, 2018, to CubittDA@state.gov and FrankfurtRPSO@state.gov, or by fax (49) 69 7535-3329; and, MUST include the following information: Name of Company, Telephone and Email Address of Point of Contact and Complete Physical and Mailing Address of Company. DO NOT TELEPHONE. The estimated price for this contract is between 1,000,000.00 and 5,000,000.00 U.S. Dollars for the base year and all four option years, if exercised. The solicitation may result in multiple contract awards. You are encouraged to make your proposal competitive. You are also cautioned against any collusion with other potential offerors with regard to price proposals to be submitted. The RFP does not commit RPSO-FR to make any award; RPSO-FR may cancel this RFP, or any part of it. Potential Contractors shall be in possession of all required permits and licenses to work in Germany; or, be able to show proof of the ability to acquire such permits and licenses; and, be registered in the Website: System for Acquisition Management (SAM). NOTE: Registration in the SAM database is mandatory to be considered for award. Offerors may obtain information on registration and annual confirmation requirements via the internet at the help tab of https://www.sam.gov. The Solicitation will only be available in the English language. Solicitation and award will be subject to the laws and regulations of the United States of America and is being competed utilizing full and open competition procedures.
