Indian School Road Phoenix, AZ 85012 Temporary Transaction#: 644-20ED-17-00004 EER#20666 General Objectives and Requirements Purpose: The Phoenix VA Health Care System (Agency) requires portable diagnostic and integrated wall diagnostic equipment. The integrated wall system puts all essential diagnostic tools easily within reach. The portable diagnostic equipment allows the medical provider to use the equipment in ED patient room. This equipment includes ophthalmoscopes, otoscopes, thermometry, blood pressure, pulse oximetry and vital signs devices that can wirelessly upload vital signs data into patients electronic health record, VistA CPRS. Authority for the Contract: 38 U.S. Code § 7301.b The primary function of the [Veterans Health] Administration is to provide a complete medical and hospital service for medical care and treatment of veterans, as provided in this title [Functions of Veterans Health Administration] and in regulations prescribed by the [Under] Secretary [for Health] pursuant to this title. COR: COR email COR Phone: Background. This equipment is required for the expansion of the facility Emergency Department currently under construction. The portable diagnostic and integrated wall diagnostic system is an invaluable tool in the management of patient care in the Emergency Department. The varying acuteness of the problems patients present to mandate the Emergency Department require this equipment be available for continuous use. It helps providers detect and react to signs of patient deterioration sooner by aligning to device to the facility s assessment and care of the patient. Welch Allyn offers this solution. Ophthalmoscope is an instrument for examining the interior structures of the eye, especially the retina, consisting essentially of a mirror that reflects light into the eye and a central hole through which the eye is examined. Otoscope is an instrument for examining the interior of the ear, especially the eardrum, consisting essentially of a magnifying lens and a light. Thermometry equipment measure the body temperature. Blood pressure monitor is a device that automatically measures blood pressure and records the information continuously. Vital Signs Monitor measures body temperature, heart rate, respiratory rate, and blood pressure as measured to assess health or dysfunction. Scope. The Contractor shall fulfill the order and deliver the requirements to the Agency. Salient Characteristics: Vital signs monitor operates on rules based operator record verification that reduces errors, user configurable patient data protection features such as abbreviations, symbols and screen blackouts lessening likelihood of unauthorized access; multi-setting appropriate in both triage and general exam environment allowing for ease of movement and single step from any menu to home screen for clinical staff ease of usage. Vital signs monitor accepts a medical grade bar code scanner for scanning of both clinician and patient identification to associate with a given vital signs data set, so that both clinical and patient identification can be confirmed via a call to the facility Admit/Discharge and Transfer System before collecting the vitals data set and associating it with the scanned identifications. Masimo SPO2 pulse oximeter (Agency standard) SureTemp Plus Thermometry Bruan Thermoscan PRO 6000 BP Cuff and Cord MFMT System (Adult sized disposable Welch Allyn Non-Invasive Blood Pressure cuff that integrates with the vital signs monitor. (Agency standard)) Blood pressure feature provides inflation-based oscillometric blood pressure measurement with readings in approximately 15 seconds. Macroview Otoscop Panoptic Opthalmoscope SureBP Non-Invasive BP Pulse Rate MAP Programmable Alarms BP Averaging WIRELESS CONNECTS TO CPRS Otoscope with light Coaxial ophthalmoscope with light Programmable alarms Network capability: FIPS compliant Internal 802.11 a/b/g Wireless Radio Utilizes a VA-developed and approved Class II interface to wirelessly deliver data to CPRS using HL7 messages conformant with the IHE Patient Care Devices (PCD) technical framework. On-screen confirmation at point-of-care that saved data from the vital signs monitor through the Connex software to CPRS has, in fact been delivered to CPRS by display on screen of message: Save Successful/Send Successful. Power requirements: 100-240 V, 50-60 Hz AC, IEC Plug Type-B A form factor for exam rooms that incorporates all functionality of the vital signs monitor and integration software into a wall-mounted diagnostic wall system. Cord management (2) Year warranty on all new equipment to include all parts and labor. Security Requirements for Unclassified Information: The contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information and information system security as delineated in this contract. The equipment included in this contract does capture and process ePHI over the hospital network. A national ISA/MOU between Welch Allyn Solution USA, Inc. and the VA does exist. A national Business Associate Agreement between Welch Allyn Solution USA, Inc. and the VA does exist. Performance Monitoring. The Agency shall evaluate and accept the deliverables as appropriate.
