Description
Vicinity Map FALLS CREEK TRAIL BRIDGE REPLACEMENT PROJECT DESCRIPTION: This project consists of the construction of a new treated timber trail bridge 50-feet in span. Work shall include mobilization, removing the existing log trail bridge, clearing, grubbing, hazard tree removal, excavation, gabion abutment installation, backfill, approach trail realignment and supply & installation of the new trail bridge. All materials shall be provided by the contractor including all new bridge materials, foundation gabions and rock, and trail resurfacing. Helicopter mobilization will be necessary to complete the work on this project. Access trails are steep and narrow. The existing trail is closed to stock use. All work in and around Falls Creek must meet the requirements of an Memorandum of Understanding between the Forest Service and WA State Department of Fish and Wildlife included in the contract. The existing bridge structure is constructed from both natural log stringers and milled timbers (some treated). All milled timbers and steel hardware (steel spikes, nail, bolts and fasteners) from the existing bridge will become the property of the contractor and shall be removed from public lands. The existing log stringers shall be placed in an approved location adjacent the project side outside the perimeter of Falls Creek and the trail. Performance period is from July 15, 2018, to September 30, 2018. PROJECT LOCATION: This project is located in Washington State on the Olympic National Forest on the Pacific Ranger District in Grays Harbor County and further located in T. 23N., R. 9 W., Section 21. From Hoquiam, WA travel north on Hwy 101 for 39 miles CR 9340. (South Shore Road) Travel for 2.8 miles to Falls Creek. The site may be accessed by walking up the access trail for 0.3 miles. The Forest Service will proceed to issue a solicitation as a Request for Quotations (RFQ) on or about JAN. 23, 2018. This acquisition is 100 percent set-aside for small business concerns. The Forest Service will award a firm fixed-price contract to that responsible Offeror whose quote, conforming to the solicitation, is fair and reasonable, and has been determined to be the best value to the Forest Service. Quotes will be evaluated based upon: price; experience, and past performance. The government estimated value is between $25,000 and $100,000. A bid bond is not required. Performance and payment bonds are not required for this project. Payment protection is required in the form of a payment bond or irrevocable letter of credit. Construction Wage Rates (former known as Davis-Bacon wage rates) apply to any resulting contract. The proposed contract-type is firm-fixed price. All responsible sources may submit a quote which will be considered by the government. Prospective contractor must be registered in the System for Award Management (SAM) database prior to award of a contract. Lack of registration in the SAM on the part of the offeror will render an offeror ineligible for award.
