- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Solicitation Number 12-5680-18-Q-0002 is issued as a request for quotation (RFQ), incorporating provisions and clauses in effect through Federal Acquisition Circular 2005-87. The applicable NAICS code for this effort is 334516 - Analytical Laboratory Instrument Manufacturing. This effort is being competed as an unrestricted action. The USDA Forest Service's Forest Products Laboratory requires one (1) Heat Flow Meter/Thermal Property Analyzer System meeting the salient characteristics described in this notice. Pricing for the Metering System shall include: • Total Cost of System Shipping • High Sensitivity Controller • Standard AND 1-D Software Modules (2 to 20+ W/mK) • Verification Material for Conductivity • One (1) Sensor (Room Temperature) • Materials (as required) for single-sided measurement • Desktop PC with necessary software included • Manuals and Cables (as applicable) • One (1) year warranty to cover TPS including controllers, PC, etc. Delivery shall be coordinated with, and made to Forest Products Laboratory, 1 Gifford Pinchot Drive, Madison, WI 53726. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition and a statement regarding any addenda to the provision should be included. The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The following factors shall be used to evaluate offers: Technical acceptability, past performance and price. A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, shall be included with any submitted offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. This is a combined synopsis/solicitation for commercial items/services are prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. System Requirements: Required Measuring Times: 20-640 seconds • Sample Size Variables: o From 3mm thick x 13mm diameter (square) and larger • ISO Standard: DIS 22007-2.2 (or equivalent) • The Thermal Property System shall test for thermal conductivity, thermal diffusivity and specific heat. • The TPS shall be compatible with solids, pastes and powders. • The system shall have an Accuracy rating better than 5% • The system shall have a Repeatability of approximately 1% • The Room Temperature Sensor shall have a range of -160 to 50C • Thermal Conductivity Requirements: 0.01 to 20+ W/mK o Thermo-Electric Dry Bath (Manual Set Point) Temperature Range: -5 to 100C o Bath Circulator (Automated Set Poiunt)Temperature Range: -40C to 200C o Environmental Chamber (Manual Set Point) Temperature Range: -70 to 200C o Standard Oven (Automated Set Point) Temperature Range: Rt to 300C o Standard Furnace (Automated Set Point) Temperature Range: 500C (AIR) or 750C (Ni) o HD Tube Furnace (Automated Set Point) Temperature Range: up to 1000C Offerors are required to be registered in Systems for Awards Management (SAM) at the time the offer is made, to receive an award. This will be a firm fixed price contract. This effort is being competed as an unrestricted action.
