- Page 1 of 5 COMBINED SYNOPSIS SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 36C10E18Q0048 The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-96 This solicitation is set-aside exclusively for Service-Disabled Veteran-Owned Small Business concerns. To be considered for award prospective offerors must be a verified SDVOB concern in the VA Center for Verification and Evaluation (CVE) Veteran Information Pages (VIP) pages at the date and time set for receipt of offers. An Offeror who is not a verified SDVOB concern at the date and time set for receipt of offers will have their offer rejected as non-responsive, and will not be considered for award. The applicable NAIC Code for this solicitation is 333318 and the Small Business Size limitation is 1,000 employees. The contractor shall provide all equipment, labor, facilities, transportation, training and supervision to furnish mailroom processing equipment to the Cleveland VA Regional Office. The mailroom processing equipment is to be delivered and installed in accordance with the attached Statement of Work (SOW). Description of Requirement: 1. Contract Title: MAILROOM EQUIPMENT 2. Background: Contract is required for the purchase of new mail processing equipment. The mail processing equipment being sought is the SendPro 3000 mid to high volume mailing system or Brand Name or Equal mail processing system. The new email processing equipment is to include SendPro 3000 with WOW; Power Stacker; 70 lb. Scale Equipment; 15 Color Screen; 500 Accounts with Web Based Reporting, Maintenance, Postage Security Device (Meter), Postage Resets, Purchase Power Transaction fees, Scale Software Updates) or Brand Name or Equal mail processing system. The purchase should include all delivery, installation and training. 3. Scope: The Department of Veterans Affairs, Cleveland Regional Office, is seeking to purchase new mail processing equipment. The SendPro 3000 mid to high volume mailing system or Brand Name or Equal mail processing system is being sought. The purchase should include all equipment, delivery, installation and training. The mail processing system will be delivered and installed at VA Cleveland Regional Office located at 1240 East 9th Street, Room 1203, Cleveland, Ohio 44199. A base year contract plus four (4) option years is needed for the purchase and the maintenance service. The delivery of equipment and training needs to be accomplished on or by February 19, 2018. 4. Seal only mode. 5. Security Requirements: Vendor will not have access to VA Sensitive Information, patient records, or data. In addition, contractor employee must always be accompanied by a VA employee while on facility premises. 6. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI): No government furnished equipment will be provided to the contractor. If needed, electrical power will be provided by the VA at no cost to the contractor. The Department of Veterans Affairs, Cleveland Regional Office, will not furnish parts and/or test equipment for the performance of this contract. It is the responsibility of the contractor to bring the appropriate equipment and/or supplies necessary to complete the work as required within. 7. Delivery Location: The Department of Veterans Affairs, Cleveland Regional Office, 1240 East Ninth Street, Room 1203, Cleveland, Ohio 44199. Accordingly, any contract resulting from this solicitation will include this clause. The contractor is advised in performing contract administration functions, the CO may use the services of a support contractor(s) retained by VA to assist in assessing the contractor's compliance with the limitations on subcontracting or percentage of work performance requirements specified in the clause. To that end, the support contractor(s) may require access to contractor's offices where the contractor's business records or other proprietary data are retained and to review such business records regarding the contractor's compliance with this requirement. All support contractors conducting this review on behalf of VA will be required to sign an Information Protection and Non-Disclosure and Disclosure of Conflicts of Interest Agreement to ensure the contractor's business records or other proprietary data reviewed or obtained in the course of assisting the CO in assessing the contractor for compliance are protected to ensure information or data is not improperly disclosed or other impropriety occurs. Furthermore, if VA determines any services the support contractor(s) will perform in assessing compliance are advisory and assistance services as defined in FAR 2.101, Definitions, the support contractor(s) must also enter into an agreement with the contractor to protect proprietary information as required by FAR 9.505-4, Obtaining access to proprietary information, paragraph (b). The contractor is required to cooperate fully and make available any records as may be required to enable the CO to assess the contractor's compliance with the limitations on subcontracting or percentage of work performance requirement.
