- CMOSS SOURCES SOUGHT. Intelligence and Information Warfare Directorate (I2WD) Cyber Offensive Operations Division (CO2D) Sources Sought (SS) for "Additional Development on the C4ISR/EW Modular Open Suite of Standards (CMOSS) system prototype." Disclaimer: This is a Sources Sought (SS) under the I2WD BAA Contract. This is NOT a request for Quotations or Proposals. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. This SS is issued to gain insight into capabilities available in the market and for planning purposes; this does not constitute a solicitation. In accordance with FAR 15.201 (e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government will not reimburse costs incurred by respondents in response to this SS, or for participating in information exchange regarding details of the SS. Only U.S. citizens and U.S. owned firms can respond to this SS. General Requirement: This effort is to provide critical engineering services to I2WD for its Cyber Offensive Operations Division (CO2D) to add support for physical optics on the CMOSS EW system prototype Harmonic Suppression module and to perform RF characterization testing of the CMOSS EW system prototype beginning on 19 January, 2018. The contractor shall provide highly-skilled, experienced personnel for every position required on the effort, and build on existing designs and hardware for the Harmonic Suppression module and CMOSS system prototype. This low-risk approach of staffing the program with current, experienced, mission-capable personnel and using existing system designs and hardware will save time and costs of transition, with no learning curve or interruption to the development of the CMOSS EW system prototype. I2WD requires a combination of continuity and leading expertise-there is neither time nor funding for the design and development of a new Harmonic Suppression module or CMOSS system prototype. Performance requires a TOP SECRET facility clearance and SECRET level of safeguarding. Response: Interested parties are requested to respond to this SS with a white paper and/or currently available existing support documentation demonstrating your ability to meet the described requirements. Multiple submissions will NOT be accepted. The responses shall include, but not be limited to: (a) description of the notional cost and schedule necessary to complete the task, and (b) references to any related publications, reports, and technical data analyses that further support the technical portion of the response. The government will review the submitted responses and may schedule further discussions with responding vendors individually. All emailed questions and SS responses shall contain the subject line: CO2D/CMOSS SS. Responses shall be in electronic format, either ".docx" or ".pdf". White paper submissions shall be limited to ten (10) pages in length; there will be no limit on the submission of currently available materials. All responses must be submitted no later than 12:00 p.m. (noon) 12 January, 2018. Responses must be submitted to: trent.l.styrcula.civ@mail.mil.
