Description
The U.S. Nuclear Regulatory Commission (NRC) is issuing a presolicitation notice for a requirement entitled, "Technical Assistance to Support Design Engineering Inspection Services." The NRC intends to issue an Indefinite Delivery/Indefinite Quantity contract for providing continued expert technical assistance to support conducting inspections for the purposes of evaluating the design and operation of nuclear power reactor plants. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to support NRC Design Engineering Inspections. In accordance with the baseline inspection portion of the Reactor Oversight Process (ROP), the NRC inspects the design and operation of nuclear power reactor plants. Design Bases Assurance (DBA) inspections are the primary inspection under this contract. They verify that design bases have been correctly implemented for the selected risk-significant components and that operating procedures and operator actions are consistent with design and licensing bases. This ensures that selected components are capable of performing their safety functions. The period of performance will be a base period of two years, with the option to extend the period three additional one-year periods, for a total of five years. The North American Industry Classification System (NAICS) code for the services required is 541690 for "Other Scientific and Technical Consulting Services." The small business size standard is annual receipts for the preceding three fiscal years not-to-exceed $15M. Request for Proposal (RFP) No. 31310018R0002 will be posted on, or about, January 10, 2018 as small business set aside. Closing date for receipt of proposals will be on February 17, 2018 at 3pm EST. RFP No. 31310018R0002 will be distributed solely through the FedBizOpps website, http://www.fedbizopps.gov. All future information about this acquisition, including solicitation amendments will also be distributed solely through the FedBizOpps website. Hard copies of the solicitation document and its related documents, as appropriate, will not be available. Because this RFP will be posted on this website, interested parties are instructed NOT to call, send letters, e-mails or faxes requesting the RFP. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information about this acquisition. The Government will not reimburse interested parties for any cost associated with responding to this business opportunity. Vendors must be registered with the System for Award Management (SAM) database to receive a government contract award. Vendors must also be registered in Representations and Certifications Applications (included in SAM). The North American Industry Classification System (NAICS) Code applicable (541690 listed above) to this acquisition must be in vendor's SAM registration.
