- Market Survey M700 Time Blasting Fuse The Army Contracting Command, Rock Island, (ACC-RI) on behalf the Project Manager for Close Combat Systems (PM-CCS) is conducting a Market Survey to identify potential sources capable of manufacturing and delivering the following items: Time Blasting Fuse, M700, (Type I), DODIC: M670, NSN: 1375-00-028-5246. The M700 Time Blasting Fuse (M700 Fuse) is used in military demolitions to ignite nonelectric blasting caps. The Fuse consists of a continuous delay train of black powder at its core, which transmits a spit of flame to the blasting cap. The burning rate of the fuse permits the operator to ignite the fuse and reach cover before detonation. The burning rate is 36.0 +/- 0.5 inch lengths of the fuse at sea level and 75°F, shall not be less than 108 seconds and not greater than 122 seconds. The burn rate of the fuse is dependent on altitude, temperature conditions, and if used under water. The fuse is olive drab (General match to FED-STD-595 COLOR NO 34082,34083, 34088, 34127 OR 34130) with a yellow (General match to yellow per FED-STD-595 COLOR NO. 33538, 33655, or 33696) single band 1/4 inches wide every 18 inches and a double yellow band every 90 inches. The M700 is coiled in 50 ft increments. The fuse shall contain no more than one splice per 500 foot package. Dummy Time Blasting Fuse, M700 (Type II), DODIC: M671, NSN: 1375-00-628-9033. The Dummy Time Blasting Fuse is of the same configuration as the corresponding Type I except it contains an inert material in place of the black powder. The Type II consists of a continuous inert mix simulating the black powder core of the live fuse. The fuse is Gold in color (General Match to FED-STD-595 COLOR NO. 17043). The marking color should be a general match to Black per FED-STD-595 COLOR NO. 37038. The fuse shall be marked "INERT" using not less than 1/8 inch high black lettering on each end and every 5 feet between ends of the 50 foot roll. This survey is open to both large and small businesses. This survey is being conducted to evaluate the production capability of the existing base for the subject item. A Firm-Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (ID/IQ) contract will be used for this acquisition. The Government reserves the right to make multiple awards for this effort. The Government anticipates a contract to accommodate five (5) years of Government requirements. The Government's current budgeted M700 Fuse requirements are 200,000 FT for FY19 and 150,000 FT/year for FYs 20-23. The Government's current budget for the M700 Dummy Fuse is a onetime buy in FY 20 for 50,000 FT. A Rough Order of Magnitude (ROM) is requested per foot based on the above Government current budget for the M700 Fuse requirements. Interested companies should respond by providing the Government the following information: a brief summary of the company's capabilities (a description of facilities, personnel, and past manufacturing experience as it relates to the above criteria) and availability. The response should also indicate the company's business size as it applies to NAICS Code 332993. Interested companies should provide minimum and maximum monthly production capability. A respondent to this survey should be able to show adequate technical and manufacturing capability and good past performance in explosives processing industry. A respondent to this survey must have available a majority of the skills and facilities that are required to manufacture this item. If a respondent does not have the adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to demonstrate and describe their ability to obtain these resources in a timely fashion. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these criteria. All contractors interested in this potential future solicitation must be registered in the System for Award Management (SAM). Interested parties have 30 calendar days from the date of this publication to submit information to be considered in the development of the acquisition strategy for this item. Any response to this market survey should reference the M700 Time Blasting Fuse. Any response to this market research should include your company's name, address, CAGE code, point of contact, phone number and email address.
