Description
The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services will be soliciting proposals for The Continuation of the Medicare Patient Safety Monitoring System (MPSMS) data analysis support. The Medicare Patient Safety Monitoring System (MPSMS) has been operated by AHRQ since 2002, with data analysis provided by a contractor specializing in this work. Data from MPSMS has been used to calculate the U.S. national rate of hospital-acquired conditions (HACs) for the Department of Human Services' (HHS) Partnership for Patients program, and to provide findings on patient safety that have been published in peer-reviewed publications. This requirement will be a continuation of this work. The contractor will analyze raw data abstracted from selected medical records at the Center for Medicare and Medicaid Services' (CMS) Clinic Data Abstraction Center (CDAC) to generate summary and in-depth data on patient safety using the Medicare Patient Safety Monitoring System (MPSMS) for the period from CY 2017 to CY 2019. Also, the contractor will perform supporting analyses on patient safety data on the Quality of Safety Review System (QSRS) for the period covering CY 2017 to CY 2021. These patient safety data are all from acute care hospitals. Optional tasks contain analyses of data from other, non-acute care, inpatient settings. This requirement will be competed on FedBizOpps under full and open competition, with mandatory criteria, as follows: 1) Offerors must be a CMS Quality Innovation Network-Quality Improvement Organization (QIN-QIO) or a Beneficiary and Family Centered Care Quality Improvement Organization (BFCC-QIO) prime contractor, or an approved subcontractor of a QIN-QIO or BFCC-QIO prime contractor; and 2) Offerors must demonstrate that the offeror has current access to the CMS Health Care Quality Information Systems (HCQIS), including access to the QIO/NCC workbench and QualityNet Secure File Exchange. CMS will verify that all offerors who submit proposals are legitimate QIN-QIOs, BFCC-QIOs, or qualifying subcontractors that have the requisite HCQIS access. AHRQ anticipates awarding one contract under this solicitation for a base period of twelve (12) months, and four (4) twelve (12) option periods. The solicitation and any documents relating to this requirement will only be available by downloading from the Internet through www.fedbizopps.gov. Interested offerors are responsible for monitoring this site for the release of the solicitation and any subsequent amendments. It is anticipated that the solicitation will be available for downloading on or about 15 days after publication of this synopsis.
