- Redacted CJ&A F/A-18E/F and EA-18G ECP 6476 In-Flight Refueling Pressure Regulator Removal. The Naval Air Systems Command (NAVAIR) intends to award a firm fixed price Order (Contract Action #1) under The Basic Ordering Agreement (BOA) N00019-11-G-0001 or its follow on BOA with the Boeing Company (CAGE 76301) of St. Louis, Missouri 63134 for ECP 6476 "In -Flight Refueling Pressure Regulator Removal." This contract action will be to remove the In-Flight Refueling Pressure Regulator (IFRPR) and replace with the check valve design used on F/A-18 A-D aircraft. This effort will include production non-recurring engineering and recurring engineering, retrofit Technical Directive, validation kits, verification kits, validation installs, and recurring retrofit kits. NAVAIR also intends to contract with Boeing to incorporate the check valve used in F/A-18 A-D aircraft into the new aircraft delivered under the F/A-18 and EA-18 production Contract N00019-14-C-0032 (Contract Action #2)These acquisitions are being pursued on a sole source basis under the statutory authority 10 USC 2304(C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Boeing Company is the sole designer, developer, manufacturer and integrator of the F/A-18e/F and EA-18G aircraft in its various configurations, and is only source with the knowledge, expertise and on-site
