Description
Air University (AU) Human Domain Leadership Course (HDLC) Request for Information (This is a request for information only. No acquisition is anticipated at this time.) Description The Air University (AU), Maxwell Air Force Base, Alabama, seeks already developed curriculum to build approximately 20 hours of a transformative and highly experiential leadership curriculum for a new Human Domain Leadership Course (HDLC). AU is interested in identifying companies that have the ability to initially teach classes (up to 24 times a year) and also provide "train-the-trainer" for a seamless transition as government employees are assigned to move the mission from offeror to in-house operations. The curriculum will represent roughly the first 2.5 days of a 5-day course for personnel selected to their first command assignment (i.e., high potential officers typically at the 12-18 year point of commissioned service). Most students will already have had leadership education of some sort earlier in their career, so the curriculum should be highly impactful in order to reframe the students' self-perspective in their role as a leader. The curriculum should include both platform and interactive-based lessons, and achieve objectives in both the affective and cognitive learning domains. The curriculum must address the complexities of the human domain as it relates to leadership; be grounded in current academic research on leadership, management, and communication; and have strong linkage to industry best practices. It must also be highly applicable to Air Force (AF) squadron commanders, or have the ability to be adapted to an AF squadron command via integration meetings with AF representatives and the course director. The overall desired outcome for the course is: Improve squadron commanders' ability to lead and develop their Airmen and organizations to achieve mission success through high-performing teams. This RFI seeks to identify curriculum to meet the following desired learning outcomes as foundational lessons toward the overall course objective: •- Students will comprehend their preferred personality types through a self-assessment tool •- Students will comprehend and value the various personalities that make up effective teams •- Students will analyze how others (superiors, subordinates, and peers) view and respond to their natural personality in a leadership position •- Students will comprehend and value their role in creating positive work relationships with superiors, subordinates, and peers •- Students will apply lessons in the human domain in practical work relationship exercises •- Students will comprehend and value how work relationships can affect workers' family lives •- Students will comprehend and value how the human domain relates to building climates and cultures of trust and empowerment and how that relates to creating more effective, agile, and adaptable organizations •- Students will comprehend the difficulties and importance of communication in their organization •- Students will comprehend how to employ tools to communicate effectively •- Students will apply tools to help create organizational clarity and vision through effective communication •- Students will comprehend and value how to influence the human domain to maximize their influence up, down, and across their broader organization to increase their organization's effectiveness This "human domain" curriculum will precede lessons about situational context and leading into an unknown future with themes including Air Force culture and climate trends; mission, vision, values, and strategy alignment; characteristics of bureaucracies; linking strategy to resources; strategic and critical thinking skills; effective risk taking; advanced problem solving and innovation; and crisis management. To effectively prepare students for study, the human domain course of instruction may require minimal (no more than 4 hours) homework prior to arriving for class and may be conducted with traditional or innovative instructional methods (such as employing new technologies or "flipped classroom" concept). To achieve the most practical experience, resources tied to the lessons should be available for student use in their organizations after they graduate the course. If a request or proposal is later posted, any offeror selected is expected to begin work with AF representatives immediately upon contract award and have sufficient detail in curriculum that has already been developed with deliverables to teach a first class within 90 days. Any curriculum developed/modified will become the property of the US Air Force. Additionally, updates to the curriculum to ensure cultural relevancy and currency may be requested by the AF on a periodic basis. INSTRUCTIONS THERE IS NO SOLICITATION AT THIS TIME. This Request for Information (RFI) notice does not constitute a request for quotes or proposals. Submission of any information in response to this sources sought notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. The responses to this source sought notice will be used for market research purposes. Request potential offeror's provide a response as follows: Cover Sheet - 1 page Include the following information: 1. Organization name, address, DUNS number, and company web site. 2. Organization point of contact to include e-mail address and telephone number. 3. Business size under NAICS code 611710 (Specify all SBA eligible programs, if applicable). 4. If applicable, GSA contract number, schedule, and SIN category. (This is only necessary if all services are within the scope of the referenced GSA schedule.) Capabilities Statement and Market Information - no more than 7 pages, plus a 1-page course overview and no more than 2-page example lesson plan on one of the items listed above. Demonstrate your understanding of and experience using research, or any other proven methodologies in educating adult learners, especially high-performing individuals, in the human domain components of leadership. Address your organization's ability to maintain a partnership with the Air Force following initial delivery of services, and your intent to update curriculum based on academic research and industry best practices. Address your proposed teaching methodology and the type of tools/deliverables that students will be able to access after graduation. Also, because this is a new course scheduled to begin in the near future, your submission should include your organization's ability to meet all conditions (e.g., modify curriculum, prepared to teach) within 90 days of any contract award. Responses to this RFI should not exceed ten (10) pages in length and are due by 31 Jan 2018 @ 1300 CST.
