- The purpose of this special notice is to synopsize a six-month extension on an existing competitively awarded contract. The USCG intends to extend the duration of existing contract HSCG23-13-D-PMF003 by six months. HSCG23-13-D-PMF003 and all of its options were fully competed at the time of award, except for the six-month option to extend services in accordance with FAR 52.217-8, Option to Extend Services (NOV 1999). FAR 52.217-8 was included in the contract's clauses at the time of solicitation and award, but it was not competed during the solicitation phase. This is a contract extension for the continued SAPS requirement. SAPS is an essential component of the FMS mission. SAPS support allows the USCG to provide a wide range of services on vessels being transferred to other nations around the globe. Without continuity of operations for uninterrupted SAPS service, a gap in service would adversely impact the core mission of providing timely maritime vessel transfers to foreign nations. Without SAPS, the USCG would experience significant delays in the transference of these vessels under the Excess Defense Article (EDA) Program, discredit our service commitment to provide these mission critical services, and possibly impact international relations due to delays and lose of continuity of operations. It has been determined that proceeding directly with action was appropriate to be concurrent with the synopsis period in order to prevent a lapse in service that could seriously discredit the Coast Guard in the eyes of the international maritime community. A new contract to continue contract in its entirety is forthcoming. The new contract is currently planned to be an open market competitive contract to be awarded no later than July 23, 2018.
