- This is a Pre-Solicitation notice (synopsis) for full and open competition. The Federal Highway Administration's (FHWA) Intelligent Transportation Systems (ITS) Joint Program Office (JPO) has a requirement to continue evolution and maintenance of the ITS National reference architecture and associated toolsets and to provide related deployment support services. Established in 1996, the National ITS reference architecture provides a common framework and language for planning, defining, and integrating ITS technologies into the transportation system in an interoperable, efficient way. In 2017, an updated and expanded reference architecture-the Architecture Reference for Cooperative and Intelligent Transportation (ARC-IT) and companion toolsets were introduced; adding additional viewpoints and toolset capabilities and expanding the scope of the architecture to more fully cover emerging wireless communications technologies to offer a foundation for enhanced connectivity and automated driving systems (ADS). FHWA has a requirement for non-personal, off-site engineering and technical services for ongoing evolution and maintenance of the ITS reference architecture and associated toolsets along with deployment support to assist State and local agencies in developing and updating their own regional and project ITS architectures. The Contractor shall provide staff, facilities, equipment and improvements, services, supplies, and materials necessary to meet FHWA's requirement in an efficient, cost-effective, and innovative manner. Specific expertise and experience required includes, but is not limited to, ITS architecture development, evolution and maintenance, systems engineering, transportation operations management, ADS, ITS standards, field support, and training materials development along with international cooperation. The NAICS code for this requirement is 541990. The RFP will be released and available electronically at www.fbo.gov. Interested parties may register at the aforementioned site to receive a variety of procurement announcements/notifications. It is the responsibility of interested parties to monitor the FedBizOpps website for any amendments to the RFP package. It is anticipated the RFP will be released 15 days after date of this notice and that offerors will have 30 days from the release of the RFP to submit a proposal.
