- HAYWARD Crane Inspection Services This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be issued (formal solicitation will be attached to this notice). The Solicitation Number for this acquisition is W912BU-18-T-0002 and is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in affect through Federal Acquisition Circular 05-89. Clauses and Provisions are available on line at HTTP://farsite.hill.af.mil. This requirement is a 100 % Small Business Set Aside; the NAICS code is 541990 with a size standard of $15 M. Award will be based on lowest price to a responsible offeror that conforms to the requirements of the RFQ. The U.S. Army Corps of Engineers, Philadelphia District is issuing this Request for Quote to procure and contract for all services related to inspection of the crane on the U.S. Drift Collection Vessel "HAYWARD" which is owned and operated by the U.S. Army Corps of Engineers, New York District. The Government intends to award a firm fixed price contract for this work. The vessel is equipped with a 20-ton Pettibone Model 130 Hydraulic Boom crane. The crane is original equipment to the vessel and is a land-based crane derated for marine use. The vessel is equipped with a diesel drive hydraulic power unit providing hydraulic pressure to operate the crane functions, including boom luffing, and extension of the boom crouds, as well as operation of the crane hoists, and a hydraulically operated motor for slewing functions through the geared ROTEC bearing pedestal. The vessel is currently located at the U.S. Army Corps of Engineers, Caven Point Terminal, 3 Chapel Avenue, Port Liberty, Jersey City, New Jersey 07305. The intent is for the Contractor to perform a thorough inspection of the crane in order to determine the physical condition of the crane and provide a report to the Government as to the physical condition and safe operation of the crane to include identified required repairs. Since the condition of components is unknown and will be until the components are disassembled for inspection, the Contractor is not responsible for any costs associated with repair or replacement of any parts for the components. After all inspections are completed, the Contractor will reinstall any disassembled components. All work shall be performed in accordance with OSHA requirements (29 CFR 1926), ASME B30.4 & API 2c, as well as all requirements under the U.S. Army Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1) which is available for download at: http://www.usace.army.mil/Safety-and-Occupational-Health/Safety-and-Health-Requirements-Manual/ All questions are due by 4:00 PM Eastern on Friday January 19, 2018.
