- Justification for Other Than Full and Open Competition (JOFOC) THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 41 USC 3304, set forth in Federal Acquisition Regulation 6.302-1(a)(1), "Only One Responsible Source and No Other Supplies or Services Will satisfy Agency Requirements. Shiprock Service Unit, Dzilth-Na-O-Dith-Hle Health Center intends to make an award with 3 year options to American Proficiency Institute. Interested parties may email Marlene Tsosie at marlene.tsosie3@ihs.gov no later than January 22, 2018, 1:00pm MST. This notice of intent is not a request for competitive proposals. However, all capability statements, proposals or quotations must be received within 5 business days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
