Description
This is a notice of intent to award a sole source purchase order and is not a request for competitive quotes. This acquisition will be conducted using policies unique to the authority of the test program for commercial items prescribed in FAR Subpart 13.501(a), Sole source (including brand name) acquisitions. The North American Industry Classification System Code is 541511 and the business size standard is $27.5M. The National Institutes of Health (NIH), Clinical Center intends to solicit a quote and enter into a purchase order for a twelve (12) month base year, and four (4) consecutive twelve (12) month option periods to Healthcare Clinical Consultants, Inc. dba Theronyx, Salt Lake City, Utah, 84121-2522 to provide maintenance for all software support, upgrades, bug fixes, software enhancements and preventive maintenance during the award period. Theronyx is the only known vendor who can provide continued and uninterrupted maintenance and software upgrades to the existing OPUS-RT application. The OPUS-RT is a customized proprietary application of Theronyx and provides customized database design, database schema, reporting capabilities, including table and field structures, screen designs and coding for the entire user interface. The OPUS-RT application is necessary to capture Admission/Discharge/Transfer (ADT) information and transmit patient orders for staff processing in the Respiratory Section of the NIH, Clinical Center. The OPUS-RT has been configured to interface with various NIH systems particular to the hospital information system, known as CRIS, to track patient care activity, workload, and productivity.. Theronyx has designed and developed the OPUS-RT software and have full rights of ownership. Certain features within Theronyx applications are also patent protected. No other company is authorized to support Theronyx proprietary software. The Government shall consider all responses received prior to the closing date of this announcement. Written responses to this notice shall contain sufficient documentation to establish bonafide capability to fulfill the requirements established above. All responses must be received no later than January 31, 2018, 12:00PM, Eastern Standard Time and directed to Malinda Dehner, Contract Specialist at dehnerm@cc.nih.gov.
