- Qualification Requirements The Republic of Estonia intends to issue an Invitation for Bid (IFB) for NATO Cyber Range Work Package 5. The procurement procedure being used is National Competitive Bidding Plus (NCB+). Estonia invites all eligible firms located in the NATO nations to take part in the bidding process. Potential U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) within the United States, 2) be approved for participatoin in NATO International Competitive Bidding (ICB), and 3) be nominated to the bidders list by the U.S. Government. To request the one-time U.S. Government ICB application, please contact Lee Ann Carpenter at the U.S. Department of Commerce: LeeAnn.Carpenter@bis.doc.gov Interest firms must request nomination to the bidders list (and, for firms new to NATO ICB, submit the completed one-time NATO ICB application) by 01 February 2018. The reference for the IFB is NATO Cyber Range Capability 9C0121, Serial 2016/9IS32021. SCOPE OF PROJECT Please see attached. SUBMITTING YOUR BID The IFB will be unclassified. However, as contractor personnel will be working in a secured area, the contractor personnel will be required to hold individual security clearances at the level of NATO SECRET. The bidding will be conducted in two phases - the first phase for qualification and the second phase for placing actual bids. The tender release date for qualification is planned for 17 January 2018 and the closing date is planned for 16 February 2018. The bid release is planned for 28 February 2018 and the bid closing is planned for 30 March 2018. The contract for WP5 will be awarded to the lowest compliant bidder. All bidding documents will be made available in the Estonian E-Procurement registry: https://riigihanked.riik.ee/register/hange/193232 All bidders must create user and company accounts to access the site. All bids and relevant documentation must be submitted through the E-Procurement registry. No other method (mail, e-mail, fax, etc.) will be accepted. Bids submitted after the deadline will be disregarded. The bidding documentation and subsequent procurement contracts will be in English. Offers and any communication to be made by bidders, and any technical data or documentation to be furnished by the contractors must be also in English. Bidders will be required to declare a bid validity of six (6) months from closing date for receipt of bids.
