- The APHIS-approved laboratories to perform diagnostic testing and provide data which can be monitored for trends in antimicrobial resistance phenotypes and genotypes to identify new or emerging resistance profiles, help monitor the continued usefulness of antibiotics over time, and to provide information back to stakeholders regarding these trends. The United States Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS), intends to issue one or more Indefinite Delivery Indefinite Quantity Contracts (IDIQ) with program designated APHIS-approved laboratories participating in these studies in order to meet VS initiatives. The APHIS-approved laboratories will perform diagnostic testing and provide data which can be monitored for trends in antimicrobial resistance phenotypes and genotypes to identify new or emerging resistance profiles, help monitor the continued usefulness of antibiotics over time, and to provide information back to stakeholders regarding these trends. The Contractor may provide a price schedule for diagnostic services related to antimicrobial testing that includes all general and administrative costs to conduct the service. This may include reagents, materials, labor, storage of isolates, reporting of data and overhead for the diagnostic services identified in accordance with local, State, Federal regulations, and NVSL regulations and standard operating procedures (SOPs). The Contractor will be responsible for performing the respective diagnostic service, as directed by NVSL, on appropriate samples and follow quality assurance policies and procedures and test result reporting as set forth by the NVSL. A listing of SOPs, forms, procedure manuals, or CFR reference can be obtained from the NAHLN Program Office. To be eligible for an Indefinite Delivery Indefinite Quantity Contract (IDIQ), diagnostic laboratories must be NAHLN-approved or program designated APHIS-approved and meet the requirements. Diagnostic laboratories not currently approved to participate in the USDA, APHIS testing efforts may submit "Request to participate in (type of sample testing identified in the Schedule) for APHIS" by mail to USDA, APHIS, VS, NVSL, Attn: NAHLN Program Office, P.O. Box 844, 1920 Dayton Road, Ames, IA 50010 or by e-mail at nahln@aphis.usda.gov. The proposed contract action is for service for which the Government intends to solicit and negotiate with only program designated APHIS-approved laboratories under the authority of FAR 6.302. Simplified procurement procedures will be used as well as commercial item acquisition procedures per FAR 12.
