Sources Sought Notice W15QKN-18-X-01AB 5.56MM NATO COTS Carbines This announcement should not be construed as a commitment by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this RFI. THIS IS NOT A LOC AND DOES NOT OBLIGATE THE U.S. GOVERNMENT TO ISSUE A LOC. This RFI release is for U.S. Government planning purposes only and constitute requests for exchange of information pursuant to FAR 15.201. Request for Information (RFI) Project Manager Soldier Weapons is conducting a market survey to identify sources/vendors capable of supplying commercially available weapon systems with the criteria noted below. The Government is seeking to procure a quantity on the order of 4,000 5.56MM NATO Carbines as Commercial-Off-The-Shelf (COTS) items similar in form, function and accessory compatibility with the current standard issue carbine including compatibility with the M203 40mm grenade launcher. REQUIREMENTS: Technical data: 1. Caliber: 5.56 NATO 2. Barrel Length: 14.5", Chrome Lined Bore and Chamber, 1/7" RH Twist, Heavy Variant 3. Overall Length: Approx. 29.75" (Collapsed) - 33" (Extended) 4. Weight: Less than 8 pounds empty 5. Modes of Fire: Safe/Semi/Auto Control Group 6. Cyclic Rate: Approximately 700-970 rounds per minute 7. Handguard Rail system compatible to MIL-STD-1913 with rails at 12, 9, 6, and 3 o'clock positions with numbered attachment points and able to accommodate attaching an M203 grenade launcher to the carbine's barrel 8. Forward handgrip 9. Collapsible Buttstock with 4 Positions (Closed, 1/2 Open, 3/4 Open, Fully Open) 10. Compensator with slots facing upwards to help reduce muzzle rise (solid on bottom-facing side) 11. Compatibility with Army standard M23 (yellow, for carbine) blank firing attachment to safely and reliably fire M200 blank ammunition 12. Adjustable Folding Rear Backup Iron Sight 13. Color: Black 14. M203 Compatibility Included accessories: 1. Total of seven 30 round STANAG magazines. 2. Cleaning Kit 3. Sling Request your company provide responses to the following questionnaire: 1. Does your company have a system available that can meet the above requirements? If yes, please provide description of your system. Please specifically highlight any individual technical requirement that creates a significant challenge for your company to meet. 2. Can your company define and provide details and pricing for a recommended spare parts/support kit for maintenance requirements for two years support? Can you include a Bill of Materials for all parts, and supply unit pricing? 3. To what degree is your system compatible with NSN sustainment parts? Wherever your design has deviated from the standard carbine, are those components compatible with replacement parts already in the supply system? 4. Do test reports exist that demonstrate your system meets the above requirements? Actual reports are not required to be submitted as part of this request for information, but will be accepted after your initial response to this request. 5. Do test reports exist that demonstrate your system's accuracy and reliability? Are you able to supply documented ability of your company's system to function reliably with other COTS 30 round AR-15/M16 magazines? 7. Describe your company's history and experience with supplying this or similar systems including the total number supplied to date. 8. Describe the available cleaning kit supplied with your company's system. 9. Are the systems currently in stock and available for immediate delivery? 10. If your system is not currently in stock, when would the systems be available for delivery (include monthly production rate)? 11. What is your commercial price for the above system and accessories? Any pricing data should be sent, if available, and at no cost to the U.S. Government. Also please provide the following company information: Company Name. Company Address. Company point of contact, phone number and email address. Commercial and Government Entity (CAGE) Code. The North American Industry Classification System (NAICS) code. Identify if the business is considered a small or large business, based on the NAICS Code.
