- Department of Commerce, National Oceanic and Atmospheric Administration, National Marine Fisheries Service, Northeast Fisheries Science Center, (NEFSC) requires Dry Dock Repair and Maintenance work for the NOAA R/V Gloria Michelle. The place of performance shall be at the awarded contactors shipyard not more than 250 Nautical Miles from the vessels home port of 166 Water Street, Woods Hole, MA 02543. During transport the contractor’s destination must have a minimum depth of 10 feet of water in any confined channel and an air draft of no less than 45 feet. The work shall be completed no later than March 27, 2018. SCOPE OF WORK: The scope shall include but is not limited to the following: HAUL OUT VESSEL CROP AND RENEW WASTED METAL INSPECT AND RECONDITION PROPELLER SERVICE PROPELLER SHAFT AND ASSOCIATED COMPONENTS RENEW ZINCS CLEAN AND INSPECT PORT FUEL TANK CLEAN INSPECT AND PRESERVE FORWARD WATER TANK RE-PLUMB BILGE PUMP SUCTION AND DISCHARGE OPTIONAL ITEM (based on availability of funds) – PRESERVE METAL IN STEERING ROOM OPTIONAL ITEM (based on availability of funds)- RENEW BOOM RIGGING OPTIONAL ITEM (based on availability of funds) – RENEW RUBRAILS A comprehensive list of actual requirements will be included in the Statement of Work within the solicitation package document. This is a 100% Total Small Business Set-aside. The North American Industry Classification System (NAICS) code for the acquisition is 336611, Ship Building and Repair. The small business size standard is 1000 employees. The solicitation and proposed fixed-price contract will be issued utilizing FAR Part 12 and FAR Part 13. The Award will be made to the quoter whose quote meets all Statement of Work and solicitation requirements and is determined to be the best value, by an integrated assessment of price and non-price evaluation factors to be listed in the solicitation. Solicitation documents will be made available for download on or about January 16, 2018 via http://www.fbo.gov/. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FedBizOps for the release of the RFQ, Statement of Work, and all subsequent amendments. To be eligible for award, quoters must be registered in the System for Award Management (SAM) database at www.sam.gov; quoters must also obtain a Data Universal Numbering System (DUNS) number and provide it with the quote. Quotes shall be submitted no later than February 2, 2018, 2:00 PM EST.
