- Statement of Work, Price Schedule, and clauses and provision 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. 2. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96. 3. This is a combined synopsis/solicitation for Lobesia Botrana Lures as defined herein. The government intends to award a fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. This procurement is set-aside for small businesses only. The associated North American Industrial Classification System (NAICS) code for this procurement is 325320, with a small business size standard of 1,000. 4. Supplies Required The requested semiochemical lures when combined with a variety of traps have been shown to be an effective monitoring tool for L. botrana. The various trap and lure combinations have enabled the USDA to better contain and monitor potential infestations of these insects. L. botrana is a serious exotic plant pest threatening grape and fruit productions and environmental resources. The USDA APHIS PPQ has been tasked by Congress with detecting, monitoring and managing these insects. These insects, should they become established, would have irreversible impacts on natural resources, hinder trade and increase costs of productions. Ultimately, an eradication and/or control program could cost millions of dollars if these insects were to go undetected in our environment. 5. Product Specifications Lobesia botrana lure - with the following semiochemicals: • E7,Z9-dodecadien-1-ol acetate (E7,Z9-12:Ac). • Minimum 1mg load rate in each lure The load rate should contain a minimum of 1mg of active ingredient. *SEE ATTACHMENT 1 FOR MORE INFORMATION ON PRODUCT SPECIFICATIONS 6. Delivery FOB Destination to the following locations: Edinburg, TX; Anaheim, CA; Sacramento, CA Delivery location will be specified in each Delivery Order. Delivery shall made within 60 days (or sooner) after receipt of delivery order. *SEE ATTACHMENT 1 FOR MORE INFORAMTION ON SPECIFICATIONS ON PACKAGING AND SHIPPING 7. Evaluation Award shall be made to the responsible quoter based on best value in accordance with FAR Part 13. *PLEASE SEE FAR CLAUSE 52.212-2 ON ATTACHMENT 1 FOR EVALUATION CRITERIAS 8. Interested vendors shall submit: A. Completed Pricing Schedule ( Page 5 of Attachment 1) B. A complete description of the product being offered. The description must describe the product in sufficient detail so that the government can determine if it meets the requirements C. Proposed delivery timeframe and Product place of manufacture D. DUNS number and confirmation of SAM registration 9. Clauses and Provisions that apply to this solicitation can be found in ATTACHMENT 1 10. Submission shall be EMAILED ONLY to Kimyen Tu, the Contract Specialist, at kimyen.n.tu@aphis.usda.gov. Quotes are due no later than Jan. 29th, 2018 @ 10am central time. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212‐1(f).
