Description
The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for maintenance and improvement dredging of the upper-most channel and turning basin on the Piscataqua River in Newington, NH & Eliot, ME. The dredging is to accommodate larger ships that are utilizing the River Road and Avery Lane terminals adjacent to the existing turning basin. This announcement is to determine interest, availability and capability from both Small Business and Large Business Concerns and to request comment from all potential bidders on the appropriateness of the proposed Definitive Responsibility Criteria addressed below. The project is planned to be solicited on or about August 2018. The work is expected to take one construction season. The estimated construction cost is between $20,000,000.00 - $30,000,000.00. This project consists of the maintenance dredging of 2,200 cubic yards (cy) of ordinary (sand) material at the upper-most end of the Portsmouth Harbor Federal Navigation channel and the improvement dredging of approximately 683,000 cubic yards (cy) of ordinary (glacial till/outwash/clay) material and 14,700 cy of hard (rock) material to expand the existing turning basin at the upper-most end of the Portsmouth Harbor Federal Navigation Project. The dredging work will be accomplished by using a mechanical dredge and scows. The removal of the hard material will require submarine drilling and confined blasting. The ordinary and hard material dredged to maintain and improve the Federal Navigation Project will be placed at the Isle of Shoals North (IOSN) Disposal Site, located in the Gulf of Maine, approximately 12 nautical miles east of Portsmouth, New Hampshire. Anticipated dredge window is October 15, 2018 to April 1, 2019. Additionally, the Government contemplates inclusion of Definitive Responsibility Criteria similar to the below in the resulting solicitation. The Government welcomes industry comments on whether the below criteria are appropriate and achievable. Interested firms should demonstrate their project experience, within the last ten years, in the following requirements: • Dredging by mechanical means a minimum of 230,000 cubic yards in one consecutive 30-day period. • Experience with dredging in areas where tidal currents are extremely strong and are typically 5 knots or greater. • Experience with mechanical dredging in tidal waters up to -40 feet deep. • Experience in submarine drilling and confined blasting. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, small business, etc.), type of equipment the firm is proposing to use on the project. The firms must submit documented information that demonstrates experience with at least two (2) example construction projects, similar in scope and magnitude to this project that the firm has successfully performed in the last ten (10) years. The examples must clearly demonstrate dredging and ocean disposal, and submarine drilling and confined blasting work as well as show experience with using mechanical dredging equipment and other proposed equipment to meet the minimum production rate listed above. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror's effort. Proof of bonding capability is required. Responses are limited to twenty pages. Responses are due by February 6, 2018. Responses should be sent via email to Lennie.K.Mattis@usace.army.mil. Interested firms shall provide the above documentation electronically. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
