- The National Park Service has a requirement for the following project. If you are interested, please submit your detailed capabilities in WRITING to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. No proposal package, solicitation, specification or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. If you choose to submit a package, clearly identify the park and project on your package (OSTB 200486) and identify your socioeconomic status (8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOSB, and Small). Your email capability information MUST be 6 pages or less and be SPECIFIC to the scope provided. Your response is due no later than 4:00 pm Mountain Time on January 19, 2018. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.-see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. All firms should be registered and certified in www.SAM.gov. Old Santa Fe Trail Building Rehabilitate Exterior Envelope and Historic Elements of the Old Santa Fe Trail Building NAICS Code: 236220 Estimated Cost Range: $5 million - $10 million Estimated Period of Performance: June 2018 - June 2019 Project Description Project Location and Background: The project is located at the Old Santa Fe Trail Building. The Old Santa Fe Trail Building is an office building and Annex, located at 1100 Old Santa Fe Trail, Santa Fe, New Mexico. The Old Santa Fe Trail Building, constructed between 1937 and 1939, is a National Historic Landmark (NHL). NHLs are designated by the Secretary of the Interior under the authority of the Historic Sites Act of 1935, which authorizes the Secretary to identify historic buildings which "possess exceptional value as commemorating or illustrating the history of the United States." Section 110(f) of the National Historic Preservation Act requires that Federal agencies exercise a higher standard of care when considering undertakings that may directly affect NHLs. The law requires that agencies, "to the maximum extent possible, undertake such planning and actions as may be necessary to minimize harm to such landmark." The Work includes the exterior rehabilitation of the building. A description of the Work is as follows: a. Protection of the building, landscaping and site features from construction-related damage. b. Abatement and lawful disposal of any hazardous materials necessitated by the Work. Sampling for hazardous materials has been performed. c. Demolition with constrained means and methods of multiple existing cement plaster layers on exterior walls and parapets. d. Replacement of the mud leveling coat and repair of the adobe masonry concealed beneath the cement plaster. e. Installation of new cement plaster on exterior walls and parapets. f. Installation of limited seismic retrofitting, which will be concealed beneath the new cement plaster. g. Repair of deteriorated and/or decayed wood components which may include vigas, lintels, sills, latillas, beams, and rough cut framing members. h. Restoration of historic wood gates. i. Replacement of canales and custom sizing of canales to discharge correctly into site drainage features. j. Removal of existing roofing membranes and insulation and preparation of roof deck to receive repairs to the sheathing, supplemental nailing, new insulation and new modified-bitumen roofing system. ****Firms interested in the project should possess the following specialized skills and experience and address these specialized skills and experience in their responses to this Notice. 1. Contractor Experience a. Prime contractor is anticipated to have experience managing multiple specialized subcontractors. Identify past experience on projects with similar scope, scale, and complexity. i. Describe projects and types of specialty trades managed as subcontractors. ii. Describe projects requiring a high degree of craftsmanship and technical capability. Describe projects for landmark buildings of statewide or national significance. iii. Describe experience with projects involving hazardous materials (Asbestos, Lead). b. Prime contractor shall describe past project experience on historic rehabilitation projects demonstrating a high degree of cultural resource and historic fabric protection and preservation ability. i. Describe past strategies and means and methods used to protect historic fabric of buildings and sites during construction, on past projects. ii. Describe preservation and restoration work completed for similar projects. 2. Specialty Trades Qualifications a. The technical approach to the Old Santa Fe Trail Building project requires minimum qualifications of multiple specialty trades: i. Adobe Masonry Restoration: Provide a minimum of ten years of experience participating in adobe masonry preservation and/or restoration work, and foreman must have at least five years in a supervisory capacity. ii. Stucco, cement plaster: Provide at least ten projects in the last five years in application of stucco over adobe masonry substrates for historical structures. 1. Describe experience with the application of lime and cementitious plasters to adobe buildings or solid masonry substrates. 2. Describe practices used to ensure high quality plaster for past projects. iii. Rough Carpentry: Provide a minimum of five years of experience in rough carpentry on historical buildings, with at least five projects demonstrating competence in repair of heavy timber construction including canale, corbel and viga end replacement. iv. Roofing: Provide a minimum five years of continuous experience in similar roofing work on historic structures. Bonding Capability Interested firms MUST provide a letter from their bonding company to confirm their bonding capacity. Naics - Interested firms MUST provide their NAICS code.
