- This is a notice of intent to award a sole-source and is not a request for competitive proposals. The authority for this sole-source procurement is FAR 13.106-1(b)(1). Mission and Installation Contracting Command (MICC) Fort Gordon intends to issue a sole-source, firm-fixed price award to Medical Priority Consultants, Inc. d/b/a Priority Dispatch, Salt Lake City, UT IAW FAR 13.106-1(b)(1). The justification for the sole source is due to Medical Priority Consultants, Inc. d/b/a Priority Dispatch being the manufacturer and sole distributor of the Priority Dispatch Software System (ProQA) and Aqua Licenses and Maintenance Support Renewal. This requirement is for the purchase the aforementioned software upgrade to use in conjunction with the Government's Computer Aided Dispatch (CAD) workstations. Current software is out of date and does not have updated medical changes to CPR or other Direct Life Saving (DLS) links. The Government is currently utilizing this software which enables dispatchers to quickly and efficiently gather critical information required for every call to include address, callback number, caller's name and Chief Complaint (CC). When a caller reports any life threatening situation, the appropriate situation link is selected to enable the dispatcher to initiate immediate dispatch of Police, Fire or EMS and provide potentially life-saving Pre-Arrival Instructions (PAI). The upgrade will include new "smart" Post-Dispatch Instructions (PDI), Pre-Instruction Qualifiers (PIQ), expanded Description Essentials (DE) and a HAZMAT information tool that will provide fields to identify and record the NA or UN numbers of chemical(s) involved. New situational links will include, Active Assailant (Shooter), Caller is Hostage Taker/Kidnapper, Suspect/Caller Characteristics and Bomb Descriptions. The Priority Dispatch Corporation will provide maintenance of the licensed software programs (ProQA Paramount) installed on the Computer Aided Emergency Dispatch System (CAD). The Ft. Gordon 9-1-1 Center has five (5) CAD work stations. This notice of intent is not a request for competitive quotes. However, the Government shall consider all responses received by January 19, 2018 at 2:00pm EST. All interested parties may identify their interest and capability to respond to this requirement. A determination not to compete this requirement, based upon responses to this notice is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. MICC - Fort Gordon will not responsible for any costs incurred by interested parties in responding to this notice.
