Description
This is a Sources Sought Notice ONLY. Requests for copies of a solicitation will not receive a response. This Notice is for planning purposes only and is not a Request for Proposal or Request for Quotation or an obligation on the part of the National Institute of Standards and Technology (NIST) for conducting a follow-on acquisition. NIST does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST use of such information. NIST recognizes that proprietary components, interfaces and equipment, and clearly mark restricted or proprietary components, interfaces and equipment, and clearly mark restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. In the absence of such identification, NIST will assume to have unlimited rights to all technical data in the information paper. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. Background: The Office of Inspector General (OIG) Department of Commerce (DOC) is responsible for conducing audits, management reviews, and investigations. The Office of Administration (OA) is one of the business units within the OIG. The Office of Administration's mission is to support the other business units with Budget, HR, and IT services; part of this support running the DOC OIG Website. The Department of Commerce (DOC), Office of Inspector General (OIG) is interested in migrating from an on premise hosted web solution to a cloud-based web solution. The primary function of the OIG external website is hosting audit and investigation findings, reports to congress, and a hotline submission form. The OIG is looking for a code free, FedRAMP product that can meet our needs. The current website can be accessed publicly: https://www.oig.doc.gov/ The migration from an on premise to a cloud solution shall consist of at least these three parts: 1. FedRAMP Site Hosting platform 2. Website redesign on new platform 3. Migration of website content to cloud provider Requirement: NIST is seeking information on contractors who can provide services/solutions based on the following requirement description: Platform Requirements • Code Free - Website changes and updates are performed through a secure HTTPS interface (For example: a drag and drop interface to design the site) • Multifactor Authentication - Secure HTTPS interface for website changes and updates shall support multifactor authentication • HTTPS Support - The whole website shall be able to run as a secure website with a government provided SSL certificate • FedRAMP - Platform shall be FedRAMP Authorized or FedRAMP in Process • Maintenance Free - Platform shall be completely maintained and patched by the provider (except website changes/posts) • Forms - Platform shall be able to support a web-form that generates an email a. It is critical that the web-form have 99.999% uptime for receiving and processing complaints • Pricing - Platform shall provide a fixed-firm pricing model for hosting • Uptime - Documented and acceptable SLA for uptime for the overall solution • Storage - Ability to host 50 GB of documents and pages with the ability to grow In addition to describing your company's solution, please attempt to address the following topics in your response: 1. Can your current solution meet the requirements outlined above? 2. Is your company planning to provide a solution that can meet the requirements outlined above in the future? 3. What requirements above does your platform meet/not meet? 4. What issues and workarounds to you see with the requirements above? 5. Is there a specific requirement you shall view as cost prohibitive? 6. What kind of impact would be lowering the required form uptime from 99.999% to 99.99% have? Website Design Requirements • Mobile Ready - New website design shall scale appropriately for mobile phones and tablets • Design Review - New design shall be presented and agreed upon by OIG management • 508 Compliant - New website shall be fully 508 compliant • Platform Compatible - New website shall be built and fully compatible with the new cloud platform • Standards - New website follows U.S. Web Design Standards (https://standards.usa.gov/) In addition to describing your company's solution, please attempt to address the following topics in your response: A. Is this a service you normally provide, included or as an add-on? B. What issues and workarounds to you see with the requirements above? C. Is there a specific requirement you view as cost prohibitive? Migration Requirements • Reports - All current reports and documents shall need to be migrated to the new platform • Information - All current information shall need to be migrated to the new platform • Forms - All options on the current form shall need to be migrated to the new platform • Testing - Extensive testing shall need to be performed to ensure all reports/forms work as expected. In addition to describing your company's solution, please attempt to address the following topics in your response: A. Is this a service you shall normally provide, included or as an add-on? B. What issues and workarounds to you see with the requirements above? C. Is there a specific requirement you view as cost prohibitive? Interested parties shall describe the capabilities of their organization as it relates to the services and topics described above. NIST is seeking responses from all responsible sources, with a focus on large and small businesses. The small business size standard associated with the NAICS code for this effort, 518210- Data Processing, Hosting, and Related Service is $38.5M. Please include your company's size classification and socio-economic status in any response to this notice. After results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a contract. Companies that can provide such services are requested to email a written response describing their abilities to prateema.carvajal@nist.gov no later than the response date for this sources sought notice. The following information is requested to be provided as part of the response to this sources sought notice: 1. Name, Address, DUNS number, CAGE code, and point of contact information of your company. 2. Any information on the company's small business certifications, if applicable. 3. Description of your company's capabilities as they relate to the services described in this notice. 4. A description of your company's previous experience providing the services described in this notice. 5. Indication of whether the services described in this notice are currently offered via your company's GSA Federal Supply Schedule (FSS) contracts, Government-wide Acquisition Contracts (GWACs), or other existing Government-wide contract vehicles; and, if so, the contract number(s) for those vehicles. 6. Any other relevant information that is not listed above which the Government should consider in finalizing its market research. Responses are limited to a total of twenty (20) pages. The responses must be in MS Word format. Pages shall be 8½-inch x 11-inch, using Times New Roman 11 Point Font. Each page shall have adequate margins on each side (at least one inch) of the page. Header/footer information (which does not include any information to be analyzed) may be included in the 1" margin space.
