Description

Synopsis for Request for Proposal 36C10B18R2675 The Department of Veterans Affairs (VA), Office of Procurement, Acquisition and Logistics, Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, intends to enter into a contract on a basis of other than full and open competition for the Office of Information Technology (OI&T) Office of Cyber Security (OCS). The TAC intends to award a sole source Firm-Fixed Price contract to Oasys International Corporation, 1750 Tysons Boulevard, Suite 1500, McLean, Virginia, 22102, for software maintenance/configuration and support services for the brand name Agiliance RiskVision Governance Risk and Compliance (GRC) tool. VA requires software maintenance/configuration and support services to ensure the RiskVision GRC tool remains operational. The RiskVision GRC tool serves as the enterprise-wide application for collecting and inventorying over one million information technology assets used by over 4,000 VA employees. VA currently utilizes RiskVision to support critical operational information security services across all VA systems and facilities. RiskVision allows users to monitor the security status of systems, protects sensitive Veteran information, and provides mechanisms to remediate vulnerabilities. VA requires these technical services to ensure that the RiskVision GRC tool remains operational. The Statutory Authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) part 6.302-1 entitled, Only Once Responsible Source and No Other Supplies or Services Will satisfy Agency Requirements. The estimated date of award for this action is January 27, 2018. The period of performance is 12 months with two 6-month option periods. Commercial acquisition procedures will be used. The primary North American Industry Classification System code is 541511 size standard of $27.5M. This notification shall close on January 30, 2018.
